Job description
SUMMARY OF THE POSITION

Reporting to the Director Organizational Quality & Cultural Safety, the incumbent contributes to the implementation of the Cree Board of Health and Social Services of James Bay (CBHSSJB) Strategic Regional Plan and ensures that Nishiiyuu Miyupimaatisiiun and Miiniwaachihiikusiiwin (Traditional Healing Approaches) are available and that Cree culture is respected as part of the quality of services provided by the CBHSSJB. In this respect, the incumbent contributes to the planning and implementation of programming, traditional protocols, practices standards and quality assurance systems in all nine communities.

The incumbent also contributes to the development of community partnerships, through supporting the local Miyupimaatisiiun committees and engaging local traditional healing initiatives. The incumbent ensures that necessary linkages, supports, training, information and advice are readily available to community groups and service providers to facilitate capacity development in the nine communities of Eeyou Istchee in the pursuit of continuous enhancement of Miyupimaatisiiun for individuals, families and communities.

SPECIFIC FUNCTIONS
  • Ensures that the services developed and / or provided are Eeyou‑Eenou centred, based on respect and honoring the autonomy of individuals and communities, responding to their needs in relation to achieving Miyupimaatisiiun.
  • Contributes and supports the development of Miyupimaatisiiun committees.
  • Contributes to development of the local strategic plans for each community.
  • Assists through local Miyupimaatisiiun committees in determining grass roots health care priorities.
  • Facilitates partnership and mobilizes communities to improve all health and social determinants, with the objectives for them to take charge of the health, social wellness, and autonomy of their population.
  • Ensures the circulation of information and intelligence to and from the different communities, the different CBHSSJB units, the health and social services network, other Cree or First nation entities, etc.
  • Advocate, on behalf of CMCs and local community, initiatives within the CBHSSJB and relevant partner entities.
  • Ensures planning and programming for Nishiiyuu Miyupimaatisiiun services and program work plans.
  • Coordinates the planning, organization, implementation, evaluation, and reporting of Nishiiyuu Miyupimaatisiiun programs and services:
    • Ensures the identification of traditional healing practices and models;
    • Collaborates with managers in other CBHSSJB departments to incorporate Nishiiyuu Miyupimaatisiiun activities in professional practices and standards as well as programs and services design;
    • Contributes to the internal Nishiiyuu Miyupimaatisiiun needs analysis of programs and services;
    • Ensures all reports relating to projects including lessons learned, client satisfaction surveys and quarterly reports are completed and submitted in a timely manner.
  • Oversees the design, piloting and the delivery of Nishiiyuu Miyupimaatisiiun healing, support, helping and traditional medicine knowledge practices.
  • Oversees the evaluation of services under the Nishiiyuu Miiniwaachihiikusiiwin, including ensuring that:
    • Services are distributed suitably;
    • Beneficiaries' individuality and privacy are respected, and their families and other significant persons are included, should the case arise, into the services;
    • Confidential data regarding the beneficiaries are respected within their area of responsibility;
    • Beneficiary files and organizational indicator reports are completed;
    • Specialized clinical services are available and effective, in support of Nishiiyuu Miyupimaatisiiun healing practices.
  • Ensures that the planning, organization and distribution of work is based on clientele priorities, with a perspective of quality, effectiveness and efficiency of services.
  • Ensures that quality services are offered under a perspective of continuous improvement and evaluation, in support of the organization’s management.
  • Collaborates in the production of presentations and reports to support Nishiiyuu Miyupimaatisiiun department activities.
  • Ensures the efficient people management of the Unit in part by being directly responsible and accountable for the supervision and management of employees and overall management of the Unit.
  • Ensures the financial management of the Unit in part by planning budget considering strategic orientations of the department and organization, keeping room for future unforeseen situations that may occur.
  • Directly supervises the planning, procurement, storage, and control of materials needed for the Unit to ensure efficient operations and meet operational needs, including overseeing inventory management, purchasing, logistics, and quality assurance.
  • Contributes to the accomplishment of the strategic regional plan of the CBHSSJB through collaborative partnerships, and involvement with the organization’s management, staff and various external partners.
  • Fosters innovation by valorizing new ideas within their Unit and promotes stimulating innovation, learning and the use of new practices for their relevance and effectiveness.
  • Encourages and implements positive changes based on organizational data (audits, employee work satisfaction survey, organizational dashboards, retention and exit interviews, etc.).
REQUIREMENTS
Education and experience
  • Bachelor’s degree in a health, social work, social sciences or other appropriate discipline, and 3 years of Nishiiyuu Miyupimaatisiiun and Miiniwaachihiikusiiwin (Traditional Healing Approaches) related program delivery or planning experience
  • Or Bachelor’s degree in communications, community services, public administration or other appropriate discipline, and 3 years of experience in community relations;
  • Equivalent combination of knowledge and experience, based upon association with Traditional knowledge and Activities may be considered;
  • Holder of Traditional Eenou / Eeyou Traditional Knowledge and holistic healing practices, at a level appropriate to program development planning;
  • An extensive knowledge of Eeyou (Cree) culture and traditional healing approaches combine with hands‑on experience of Nishiiyuu life’s skills can compensate the bachelor degree in a clinical field.
Knowledge and Abilities
  • Ability to apply Eeyou (Cree) culture, values, traditions and teachings into programs and services;
  • Knowledge of Cree culture, traditions, communities and language;
  • Knowledge of the issues and context that relate to Cree and First Nation professional services programming;
  • Strong knowledge in communications, experience in negotiation;
  • Strong knowledge in Cree Governance administration, James Bay Northern Quebec Agreement (JBNQA), Health Canada funding and regulations. Ability to provide cultural and professional leadership to line managements and staff;
  • Having a good knowledge of Nishiiyuu (Cree) Cultural, traditional healing, supporting, helping and medicine knowledge practices and the historical impact traumas affecting the health and social aspects of the Cree in Region 18 and include demonstrating understanding of the Ministry of Health of Social Services Quebec (MSSS) norm and standards, laws regulations etc., and how it works.
  • Knowledge of the MSSS practice, programs, laws, regulations, Network, orientations and trends, including CHSSC (formerly CLSC), Hospital Services, Readaptation, Rehabilitation, Mental Health and Dependencies, and Public Health;
  • Strong knowledge of the strategic planning of programs, programming, multidisciplinary team design, professional and organizational interdependence, information management and evaluation;
  • Good record in an appropriate level of professional services or programming line management or leadership, and human, financial, and information resources management is an asset;
  • Excellent critical thinking, decision‑making, planning and organizational skills as applied to professional practice planning and implementation;
  • Results‑oriented, autonomous, flexible, and ability to multi‑task;
  • Excellent interpersonal communication, leadership and teamwork skills;
  • Excellent communication skills, both written and presentation;
  • Ability to effectively collaborate with all colleagues, as a team member and team leader;

LANGUAGE
  • Fluent in Cree and English.
  • Ability to read government documents in French as an asset.
