Job summary

Regional Municipality of Wood Buffalo is seeking an Inspector, Construction to ensure contractors follow approved specifications and deliver projects safely and to standard. The role involves daily and weekly site visits, coordinating with project teams, and overseeing construction activities to protect municipal assets.

The incumbent will generate weekly progress and safety reports, manage field surveys, tests, and documentation, and support contract documentation and reviews as part of the PMO

Qualifications

• Diploma in Civil Engineering Technologist program is required.
• Five (5) years of construction management experience with infrastructure projects is required.
• Experience in a public sector environment would be an asset.
• Ground Disturbance Level 2, H2S Alive, CSTS, ESTS, Confined Space, Fall Protection, WHMIS, and Leadership for Safety Excellence certificates an asset.
• Project management certification would be considered an asset.

Responsibilities

• Conduct site visits to ensure compliance with contract specifications including environmental and safety management systems.
• Facilitate and collaborate with the project team on progress, quality, safety and other project items during each site visit.
• Monitor construction crews and participate in site meetings, providing guidance to contractors and consultants as required.
• Document all decisions concerning discrepancies between specifications and actual work, reporting deviations to the project team.
• Produce weekly reports on progress, environment and safety, labour, action items, risks, and schedule as required.
• Oversee inspection and testing of construction materials and manage field surveys and technical investigations.
• Coordinate with utility companies to assist with schedule coordination and commissioning of municipal infrastructure.
• Support the Project Management team in preparing, reviewing, and approving contract documentation.

GENERAL DESCRIPTION :

The Inspector, Construction is responsible for ensuring that contractors follow approved contract specifications for designated construction projects. The incumbent will provide daily and weekly construction site visits to address public concerns and to ensure construction quality and execution are as designed. This includes overseeing and participating in construction site meetings to ensure that construction activities are being carried out safely and as per standards, policies, and procedures. Key areas of responsibilities include project delivery, construction oversight, research and analysis, support, advice, and liaison.

Responsibilities:

• Conduct site visits to ensure compliance with contract specifications including, but not limited to, environmental and safety management systems.
• Facilitate and collaborate with project team on progress, quality, safety, and other related project items during each site visit.
• Monitor construction crews and participate in site meetings, providing guidance to contractors and consultants as required.
• Document all decisions concerning discrepancies between specifications and actual work completed, reporting all anticipated deviations immediately to the project team.
• Produce weekly reports on progress, equipment, environment and safety, labour, action items, risks, opportunities, quality, cost and schedule as required by the projects.
• Maintain daily equipment and material logs and closely monitor contractor Labour, Equipment, and Material (LEM) used on force account work.
• Ensure laboratory tests are performed for the municipal projects as required.
• Manage field surveys, inspections, and technical investigations.
• Oversee the inspection and testing of construction materials.
• Oversee and provide guidance to contractors and consultants as required.
• Produce reports as required.
• Consult with utility companies to assist with the coordination of schedules.
• Facilitate in the commissioning of municipal infrastructure and facilities including onsite monitoring.
• Oversee construction projects during the warranty and maintenance periods to ensure that design and construction performance issues are corrected as required.
• Support the Project Management team in preparing, reviewing, and approving contract documentation, RFPs, specifications, and drawings.
• Review and evaluate proposals.
• Perform other related duties as required.
  

Poor judgement or errors may result in a negative impact on municipal finances, corporate image, and may cause inconvenience to the public.

EDUCATION AND EXPERIENCE:

• Diploma in Civil Engineering Technologistprogram is required.
• Five (5) years of construction management experience with infrastructure projects such as facilities, roads, underground services, water, sewer, storm, and building construction maintenance and inspection, are required.
• Experience working in a public sector or with public sector environments would be an asset.
• Ground Disturbance Level 2, H2S Alive, CSTS, ESTS, Confined Space, Fall Protection, WHMIS, and Leadership for Safety Excellence certificates an asset.
• Project management certification would be considered an asset.

QUALIFICATIONS:

• Considerable knowledge of inspection techniques, methods, standards, and practices.
• Sound judgement, planning, prioritization, and execution skills.
• Ability to work independently with minimal supervision and to effectively schedule work to meet deadlines.
• Ability to understand and interpret technical data, plans, reports, engineering drawings, and safety requirements.
• Strong leadership, interpersonal, and conflict resolution skills with the ability to maintain composure and diplomacy in a demanding work environment.
• Ability to establish and maintain effective working relationships with managers, employees, and external contacts, and interact in a manner that builds trust, credibility, and rapport.
• Exceptional written, verbal and listening skills, including ability to prepare reports and presentations.
• Ability to work well under pressure and adjust to shifting priorities.
• Strong proficiency with various computer programs (MS Office, and MS Project).
• Ability to maintain confidentiality, and respectfully and sensitively resolve issues.

OTHER REQUIREMENTS:

• Ability to provide a Criminal Record Check for review and acceptance.
• A valid Class Five (5) Operator’s License is required as incumbent will be required to operate a personal or municipal vehicle for business use on a regular basis.
• Clean driver’s abstract is considered an asset.
• Must be willing to work outside in all conditions.
• Must be medically and physically able to perform job.
• Ability to respond to emergency situations outside of regular business hours if required.

As an employee of the Regional Municipality of Wood Buffalo, the incumbent is responsible and accountable for knowing and working in accordance with the Health and Safety Directive. As per section 2 of the Occupational Health and Safety Act, the incumbent shall ensure while in the employ of the Regional Municipality of Wood Buffalo the health and safety of employees, contractors, and the public.

This position is a supervisory capacity as incumbent is responsible to directly supervise contractors. As such the employee is required to obtain additional safety training in accordance with municipal procedures and directives.
