Fisheries and Oceans Canada and the Canadian Coast Guard employ over 10,000 talented and dedicated employees in over 400 locations across Canada.The Ontario and Prairie Region is extremely diverse, and for the Conservation and Protection program, it covers four Provinces (Alberta, Saskatchewan, Manitoba, and Ontario), and two Territories (Nunavut, and Northwest Territories).Your role as a Detachment Supervisor is to deliver on key aspects of the Conservation and Protection programs and operations within the Northwest Territories Detachment in the Ontario and Prairie Region.You will manage a diverse team of professional, and well trained Fishery Officers in the Detachment. You will build important relationships with a range of internal and external partners. Your leadership will support the Conservation and Protection strategic, operational and intelligence led enforcement programs in the Region, and as part of the National Conservation Enforcement program.
Intent of the process
There is currently one (1) vacancy in Yellowknife, Northwest Territories. The intent of this inventory is to create qualified pools of candidates to be used to staff positions within Fisheries and Oceans Canada, reporting to the C&P Ontario and Prairie Region at the PM-05 group and level. These pools of qualified candidates will be used to staff these positions and/or similar positions on a permanent or temporary basis in various locations that report to Conservation and Protection’s Ontario, Prairies, and Nunavut Detachments. They may also be used to staff similar positions within other Departments in these locations.

Successful candidates may be eligible for the reimbursement of relocation costs. For employees performing the duties of a Fishery Officer the employer will provide an additional annual allowance of $6,500 per the current collective agreement. Additional funding is provided to staff members located in Isolated Posts (Nunavut, Northwest Territories) and can range anywhere from $13,580 to $44,641 annually which is based on if the employee has dependents or is occupying staff housing (only available in Iqaluit). Vacation Travel Assistance will be provided up to twice a year for each eligible member of the household that are located in an Isolated Post (for Northern Detachments).Please note that the rates and conditions above are subject to change. A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or an acceptable combination of education, training and/or experience.
Successful completion of the Fishery Officer Career Progression Program (FOCPP) or an acceptable combination of training, education and experience working in Law Enforcement (including the completion of an accredited Law Enforcement Training Program)****Law Enforcement Program examples include, but not limited to, Provincial Conservation Officers, Territorial Wildlife Officers, Parks Canada Wardens, Environment and Climate Change Canada Officers.
Significant experience (1) in managing *human resources.(1) Significant experience is defined as the depth and breadth of knowledge, aptitude and practical ability gained through the performance of these duties for a period normally associated with at least six months of experience.*Human Resources Management is defined as the supervision of staff including assigning work, managing and assessing performance, succession planning, developing and implementing training and staffing plans. Applicants must also indicate the number of employees they supervised directly.
Experience in developing, implementing, and evaluating a compliance program or project.
Experience in developing and maintaining key collaborative relationships with both internal partners and external stakeholders including Indigenous, Federal or Provincial /Territorial Organizations.
Experience in providing advice (2), and recommendations to Senior management.(2) Advice requires evidence of the preparation of formal briefings (plural) to Senior Management (i.e. PM-06 levels and above).
Recent (3) and extensive experience (4) as an armed*** Peace Officer in planning and conducting enforcing activities, and enforcing legislation.(3) Recent experience is defined as within the past 5 years.(4) Extensive experience is defined as a minimum of 3 years of experience, OR completion of the Fishery Officer Career Progression Program (FOCPP) within the last 5 years.***Armed is defined as: qualified by a recognized law enforcement training program with a sidearm and carried during regular enforcement duties.
Experience in financial resources management**.**Financial resources management is defined as coordinating a budget, including responsibility for sound financial planning, forecasting and reporting.

Successful completion of an acceptable two year post-secondary educational program in a related field.
Experience conducting or leading criminal, intelligence, or regulatory investigations in a natural resources law enforcement organization.
Experience in de-escalating confrontations and managing stressful situations (i.e. protest fisheries, large illegal fisheries, civil disobedience, emergency response).
