Main Purpose and Function

The Vancouver Board of Parks and Recreation is seeking a dynamic, forward thinking and experienced individual to lead the delivery of programs and services at a Community Centre in Vancouver. As a key member of the Recreation Management team and reporting to the Associate Director - Recreation Services, the Supervisor is responsible for working as the primary City representative and effective team lead in the coordination, development and management of recreation facilities, programs and staff in the community.

The Supervisor is responsible for the day‑to‑day operation and maintenance of an arts and recreation centre, overseeing the delivery of programs and services in partnership with a local community centre association (CCA). This position also supports art partnerships, residencies, and arts organizations using the facilities. This role involves managing and supervision of a large and diverse staff team.

Roundhouse Arts and Community Recreation Centre: This unique heritage facility has a strong focus on the development of arts and culture programs; it includes a 200 seat performance theatre, a 7,800 sq. ft. exhibition hall, a gymnasium, fully equipped woodworking, pottery and dance studios and outdoor performance space. The complex lies in the heart of Yaletown, adjacent to the scenic False Creek seawall path and David Lam Park.

Specific Duties and Responsibilities

The Supervisor is accountable for maximizing resources to deliver quality services and meet public policy and key performance objectives. The position leads a large staff team and works closely with the local community association under a joint operating agreement as well as other agencies to develop and provide relevant programs. The Supervisor is responsible for the management of local and system wide program/policy assignments and collaborates regularly with colleagues across the City organization.

• Liaises and fosters positive relationships with the Community Centre Association’s volunteer board and is responsible for understanding and implementing relevant aspects of the Joint Operating Agreement
• Works collaboratively with the volunteer board in setting direction and helps to inform strategic initiatives
• Prepares, monitors and is accountable for facility budgets; provides input to annual budget planning and projects and prepares related reports
• Manages and is responsible for the health and safety of clients and staff of the facility and for overseeing custodial, building and grounds maintenance.
• Provides management and leadership to staff, including the hiring of staff, coaching, training and development, performance evaluation and attendance management, discipline up to and including dismissal, and representing the Employer in the grievance process
• Administers provisions of applicable collective agreements, Park Board and City policies and other applicable legislation.
• Prepares and submits a variety of reports
• Develops emergency plans and procedures in collaboration with Organizational safety, chairs site OH&S committee.
• Provides management representation and leadership on program development/policy assignments; represents management on special and ad hoc committees
• Establishes and maintains effective communication and coordination with other divisions and departments in the Park Board, the City, VSB, consultants, and contractors; with different levels of government, outside agencies, not‑for‑profit organizations, and the general public
• Leads strategic planning work and builds community capacity through outreach and relationship building.
• Other duties/responsibilities as assigned.

Qualifications

Education and Experience:

• Post-Secondary Degree in Recreation, Leisure Services or related discipline supplemented by courses or experience in related areas such as leadership, administration, business development, or human resource management
• A minimum of 5 years in a leadership role in the recreation field with ability to perform management responsibilities
• Demonstrated experience in the areas of staff supervision and labour relations, management of large operating budgets, and effective community development.
• Proven experience working with volunteer boards and community groups are essential
• An equivalent combination of training, education and experience may be considered

Knowledge, Skills and Abilities

• Knowledge of managing and programming for a wide spectrum of public recreation facilities and service needs and ability to apply community development principles to this work.
• Knowledge of federal and provincial legislation, acts and regulations related to recreation and related programs ie: youth, seniors and accessibility standards
• Knowledge of organizational planning, including safe operating and emergency procedures.
• Ability to prepare reports.
• Ability to build partnerships and alliances with peers, business communities, operating partners and staff.
• Ability to work under pressure, handle multiple tasks and changing priorities within assigned time frames.
• Ability to communicate effectively with strong verbal and written communication skills.
• Ability to support Diversity, Equity and Inclusion work, including working with Indigenous communities.
• Ability to manage work in the following areas: workforce planning and personnel development, budget development and management, conflict resolution, project management, community engagement and facility utilization.
• Ability to work in community development and building community capacity.
• Ability to work with art communities and understanding of the role of public art and activities within a recreation setting.
• Sound judgment and ability to represent the City effectively and professionally.
