Job summary

The City of Orillia is seeking a Collection/Distribution System Operator to oversee operation and maintenance of the Water Distribution and Supply Subsystem Class 3 and the Wastewater Collection Facility Class 2. The role includes on-call rotation and reporting to the Manager of Collection and Distribution.

Candidates must have a two-year post-secondary diploma, an OIT Certificate, and a DZ driver’s license; MECP Class III/II licenses are preferred.

Qualifications

  • Two year post secondary diploma in related field.
  • Minimum OIT Certificate (with Entry Level Course).
  • MOE Class III Water Distribution and Supply Certificate and Class II Wastewater Collection License preferred.

Responsibilities

  • Perform water and sewer infrastructure construction and rehabilitation projects as required.
  • Conduct locating of services and potential leaks, swabbing of watermains, flushing of hydrants, water meter and backflow device installs for City projects, rodding and camera work as well as confined space entries for other City forces as required.
  • Sampling and testing of the Water Distribution and Supply Subsystem for chlorine residuals, bacteriological and lead requirements.
  • On-call and standby duties required (30 minute response for on-call/standby duties).

Collection/Distribution System Operator

The City of Orillia is less than 90 minutes from the Greater Toronto Area. Even though growth and progress have been strong in recent years, the Sunshine City has worked hard to retain the small-town charm that has captivated generations. The City of Orillia is currently seeking a highly motivated individual to fill the position of Collection/Distribution System Operator.

The City does not use artificial intelligence in the hiring process. All job applications are reviewed personally by the appropriate Department/Division. This recruitment is for an existing position that is currently vacant.

Reporting to the Manager of Collection and Distribution, the Collection/Distribution System Operator is responsible for the operation and maintenance of the Water Distribution and Supply Subsystem Class 3 and the Wastewater Collection Facility Class 2 Systems which includes all appurtenances associated. The position is on an on-call rotation.

Candidates must possess a post-secondary diploma in a related field, a minimum OIT Certificate (with Entry Level Course) and ‘DZ’ Ontario drivers’ licence required for hiring. MECP Class III Water Distribution and Supply Certificate and Class II Wastewater Collection Licence preferred.

The City of Orillia offers a competitive wage and benefits package, and registration with the OMERS pension plan. The wage range for this position is $30.56 to $34.77 per hour (October 2026 rates) based on a 40-hour work week.

Position Synopsis and Purpose

  • Work in accordance to City policies and applicable by-laws as well as, the Ministry of Environment, Ministry of Labour, and other mandated legislation.

  • Attend training seminars as provided by the City.
  • Attain Certificates and Licenses to meet Subsystem classifications according to Schedule “A” – Special Qualifications, as provided in the IBEW Collective Agreement.

*Note: All activities are expected to be performed in a safe manner, in accordance with the Occupational Health and Safety Act and its Regulations, along with Corporate Safety policies, procedures and programs. In addition, all necessary personal protective equipment must be used and maintained in good condition.

Minimum Qualifications

  • Two year post secondary diploma in related field, an asset.
  • Minimum OIT Certificate (with Entry Level Course) required for hiring.
Experience
  • MOE Class III Water Distribution and Supply Certificate and Class II Wastewater Collection License preferred.
Knowledge/Skills/Ability
  • Working knowledge of current City by-laws, ministry standards, and provincial and federal regulations and guidelines related to water treatment and wastewater collection.
Physical Demands
  • Physical demand requires field work in outside weather conditions and may be exposed to wet, cold and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals.
  • Confined space and fall arrest equipment and personal protective equipment (PPE) must be worn as required in accordance with City policies and the Occupational Health and Safety Act.

  • Possess a valid class ‘DZ’ Ontario driver’s license with an acceptable drivers' abstract.
