JOB ANNOUNCEMENT
We have an immediate opening for a full-time Civil/Environmental Engineer in our NYC office. Client will include PANYNJ. The position requires experience with New Jersey Department of Environmental Protection (NJDEP) and New York State Department of Environmental Conservation (NYSDEC) Regulations including Stormwater Pollution Prevention Plans (SWPPP), State Pollutant Discharge Elimination System Permits (SPDES), Soil and Groundwater Remediation, Regulated Building Materials design, Air Quality and Petroleum Bulk Storage.
Responsibilities and Duties
- Preparation of contract documents, including drawings, specifications, and cost estimates to ensure compliance with environmental regulations, facility permit conditions, and Authority Policy requirements.
- Identify waste disposal requirements for hazardous, regulated, and Universal waste and develop cost estimates.
- Develop sampling plans for the disposal, reuse, or recycling of soil and concrete in accordance with State regulations.
- Prepare soil erosion and sediment control contract drawings, specifications, and cost estimates.
- Review stormwater pollution prevention plans for compliance with NYSDEC or NJDEP requirements.
- Prepare specifications for on-site reuse of soil and concrete.
- Specify requirements for off-site recycling of construction material.
- Specify requirements for off-site reuse of soil.
- Determine environmental permits required for capital construction projects.
- Prepare applications and reports to obtain environmental permits for construction activity (e.g. CZM, Waterfront development permits, soil erosion and sediment control, stormwater discharge permits, flood hazard permits, wetland permits, and dewatering permits).
- Provide design recommendations to minimize impact to environmental habitats.
- Reviewing contract drawings and specifications to ensure compliance with environmental regulations and facility environmental permit conditions.
- Review contractor submittals for compliance with environmental regulations, facility environmental permit conditions, contract design documents.
- Review asbestos abatement contract drawings and specifications for compliance with New York State Department of Labor and/or New Jersey Department of Community Affairs regulatory requirements and Port Authority requirements.
- Review lead abatement contract drawings and specifications for compliance with OSHA and EPA requirements.
- Review facility permits for off-site disposition of construction material to be removed off-site.
- Specify dewatering treatment requirements for construction projects to meet State and Federal surface water discharge requirements and Local sanitary system acceptance requirements.
- Review Environmental permits for facility operations (e.g. SPDES Permits, NJPDES Permits, Maintenance & Repair Permits, MOSF Licenses, UST registrations, and air permits).
- Monitor or provide oversight for compliance with facility operation permits.
- Provide expertise regarding compliance with environmental regulations for facility operations.
- Prepare and submit State regulatory reports for facility operations permit compliance.
- Perform environmental audits of facility operations.
- Prepare and implement training programs for facility tenants on Best Management Practices (BMPs) in compliance with facility operating permits.
- Perform inspection of tenant operations for compliance with BMPs for SPDES permit compliance.
- Stormwater discharges contaminate investigations.
- Perform or manage Phase I and Phase II assessments for property transactions and construction projects.
- Prepare regulatory reports for incidents of reported contamination.
- Develop and review remediation plans for clean-up of contaminated soil and groundwater.
Qualifications
- A Bachelor of science degree in Environmental Science / Engineering from an accredited university or college.
- A minimum of 5 years progressively responsible experience in the aforementioned areas is required.
- A minimum of 5 years working with the NJDEP and NYSDEC Regulations.
- Demonstrated experience with the preparation of contract engineering design documents.
- Demonstrated experience with submittal management and review.
- Must possess a valid driver's license and willingness to perform field inspections and site visits at Port Authority facilities.
- A New Jersey or New York State Professional License is desired (P.E. or P.G).
Compensation
- $95,000 to $125,000 depending on experience
