Position Overview

This position reports to the Chief Health Operations Officer, Health Services of the Winnipeg Regional Health Authority (WRHA) and is a key member of the Senior Executive Leadership Team. Victoria Hospital is a 192-bed hospital with an operating budget of $64M. Located in South Winnipeg, the hospital provides inpatient and outpatient services including urgent care, family medicine, geriatric rehabilitation, endoscopy, day surgery and is the provincial centre of excellence for bariatric surgery. The Senior Executive Leadership Team is responsible for strategy and operational management across WRHA facilities.

As the senior operations leader you cultivate a progressive environment to engage the hearts and minds of a team of 1000 front-line staff, physicians and leadership in patient / clinical service, continuous improvement, safety, financial performance, and service excellence. You engage in fostering effective partnerships with the Victoria Guild and Victoria Hospital Foundation and forge strong connections to the South Winnipeg community area.

You effectively contribute to driving employee development and engagement and advancing key operational priorities and systems that improve the provision of care to patients with a focus on health care services, patient safety, access, flow, and integration within our operations. You inspire and champion operational innovation, diversity, workplace safety and financial sustainability.

As an effective leader you model the LEADS framework with purposeful emphasis on engaging others, systems transformation and achieving results.

As a member of the Regional Senior Management Team, the COO provides leadership in financial and service performance, innovation, overall quality of care, service excellence, and in supporting the integration of service delivery throughout the geographic area. The COO contributes to the overall vision of the organization and provides leadership support and development to those who report to this position.

Experience
  • A minimum of seven to ten (7-10) years’ experience at a progressively senior level in the management of health services delivery.
  • Recent experience in program management in a large facility (preferably healthcare).
  • Experience in financial and human resource management of a large organization.
  • Experience working within a large system context with a good understanding of public policy.
  • Experience with media relations.
  • Experience with LEAN methodologies preferred.
Education
  • Completion of a post-graduate degree preferably in a health-related field.
  • Master of Public, Business or Health Care Administration or equivalent preferred.
Certification / Licensure / Registration
  • Registration with the applicable professional licensing body required.

This position requires a current satisfactory Criminal Records Check (including Vulnerable Sector Search), Child Abuse Registry Check and Adult Abuse Registry Check as conditions of employment.
