Position Summary

The Chief Nursing Officer (CNO) / Professional Practice Leader (PPL) operates in accordance with the mandate of Health Protection and Promotion Act and associated Regulations, Ontario Public Health Standards and all other pertinent legislation to support planning, development, implementation and evaluation of quality programs and services.

The CNO / PPL enhances health outcomes of the community at the individual, group and population levels through contributing in a supervisory capacity to organizational strategic planning. This position assists in decision making to facilitate and enable quality public health nursing practice. The CNO / PPL will articulate a model and lead the way toward a vision of excellence in public health nursing practice which results in evidence‑based services and quality health outcomes in the public health context at the local, regional and provincial level.

Job Duties and Responsibilities
Program Planning
  • Contribute to the overall effectiveness and be accountable for leading professional competence and advanced knowledge in the area of nursing practice and leadership
  • Facilitate the application of standards, best practice guidelines, legislation, competencies and trends of public health nursing practice toward quality public health practice
  • Represent nursing and provide leadership for Lambton Public Health’s Clinical Services Delivery Committee
  • Assist in developing, reviewing and promoting the goals, objectives, policies and procedures related to the Ontario Public Health Standards
  • Assist management to interpret various regulations and policies and other relevant legislation
  • Responsible for ensuring that the accountability agreement parameters that relate to professional practice are being met and reported
  • To lead public health projects as assigned
Staff Monitoring and Supervision
  • Assist as requested with hiring and selection, staff orientation and training, performance appraisals, assessing workload issues and complaints, professional practice leadership
  • Assist in evaluation and discipline
  • Act as liaison for professional practice with all disciplines
  • Assist in ensuring the quality of all professional / clinical practices within teams through promoting quality assurance initiatives and continuous quality improvement
  • Provide staff development training plans related to orientation schedules, educational needs and other relevant professional development requirements
  • Assist as liaison for management with ONA 19 on union issues
  • Support a culture of excellence and professional practice
  • Develop inter‑disciplinary and multi‑disciplinary learning opportunities
  • Provide backup supervisory coverage for teams as assigned
Collaboration with Community Partners
  • Promote collaboration with educational institutions; plan, implement and monitor placements including recruiting and training staff preceptors, supporting them in evaluation of student performance and clinical / practical experience; supervise individuals hired as part of community collaboration projects
  • Assist in identifying and communicating programs and services related issues to County staff as well as community groups, public media and provincial / federal associations
  • Serve on joint community and provincial committees as required
On Call
  • Provide on‑call coverage in accordance with the Ontario Public Health Standards and LPH policies and procedures.
  • Remain up to date on issues that may be raised while on‑call such as safe water, rabies investigations and communicable disease outbreaks.
General
  • Incumbents must keep up‑to‑date on all relevant legislation, collective bargaining agreements, County Policies and Procedures, etc., ensuring that these are implemented as prescribed
  • Incumbents must possess the physical ability to meet the duties and responsibilities of the job description and/or the requirements identified within the position’s Physical Demands Analysis

Credentials Required
Minimum Formal Education
  • A Registered Nurse in good standing with the College of Nurses of Ontario
  • Bachelor's Degree (BScN) in Nursing from a recognized University.
  • Graduate Degree in nursing, community health, public health, health promotion, health administration or other relevant equivalent. (Incumbent must have or be committed to obtaining a recognised graduate degree within five years of designation). Graduate training in a public health program is preferred
Experience
  • Minimum four years nursing experience with progressive leadership responsibilities including significant level of experience in public health
  • Demonstrated experience in public health and knowledge of child health related programs
Ability to Lead, Supervise, Motivate and Delegate
  • Strong time management skills, excellent interpersonal, oral and written communication skills
  • Knowledge of Health Protection & Promotion Act, Ontario Public Health Standards and related legislation
  • Excellent organizational problem‑solving and decision‑making skills
  • A valid Ontario driver’s License and use of a vehicle.
