Job description

Key Responsibilities

• Lead the development and execution of a corporate HR strategy that stabilizes and advances HR practices, ensuring workforce effectiveness and alignment with PPS’s strategic goals.
• Foster a client-focused, high-performance HR culture that promotes productivity, inclusion, and psychological safety.
• Lead collective bargaining initiatives, including strategy development and team leadership.
• Provide senior-level expertise in labour relations and employment matters.
• Guide the creation and implementation of governance and accountability frameworks for HR programs and service delivery.
• Oversee HR information systems to ensure effective implementation and maintenance.
• Advise the Director and executive team on strategic HR issues.

Essential Qualifications

• Education: A university degree from a recognized institution in industrial relations, human resources, public or business administration, law, political science or another related field.
• Experience: Recent and significant experience in providing strategic leadership and direction in the delivery of HR programs, initiatives and services; executive advice on complex HR issues; management of human and financial resources; strategic partnerships across business lines; labour relations and collective bargaining; and execution of four or more HR disciplines as a subject matter expert.

Other Qualifications

• Certified Human Resources Professional designation (CPHR, CIRC or equivalent).
• Experience as a senior HR practitioner in a military, paramilitary, law enforcement, security or similar operational environment.
• Experience in developing mental health programs in operational settings and managing conflict of interest files.
• Recent experience managing equity, diversity, inclusion and accessibility files.

Operational Requirements

• Willingness and ability to work overtime, including evenings and weekends as dictated by need.
• Willingness and ability to carry and respond to a mobile device.
• Willingness and ability to work in an environment where key clients and employees wear firearms and uniforms.

Security Clearance

Top Secret Security Clearance is required. Applicants must be eligible to obtain a Site Access Clearance and an Enhanced Reliability Status or a Secret or Top‑Secret Clearance.
