Job summary

The Ville de Mont-Royal Public Works Department is seeking a Section Head to oversee municipal services operations including roads, water distribution, sewers, parks, and municipal garage. Job description

The Public Works Department of the Town of Mount Royal is looking for a Section Head oversee municipal services operations, including roads, water distribution and sewer systems, parks and green spaces, and the municipal garage, ensuring the quality and continuity of services.

EXAMPLES OF TASKS PERFORMED

Section Management Responsibilities :

• Plan, assign, and supervise the section’s activities, and ensure follow-up on priorities, timelines, and results;
• Lead, engage, and support employees under their supervision;
• Ensure the application of collective agreements, policies, procedures, standards, and work methods, and resolve operational issues;
• Collaborate closely with colleagues within the department and with other Town departments to promote coordination and continuous improvement of practices;
• Act on behalf of the immediate supervisor’s responsibilities during vacations, leaves, or other absences.

Municipal Services Management Responsibilities :

• Supervise the foreman’s responsible for roads, water distribution and sewer systems, parks, and green spaces, in the planning and monitoring their respective operations, including snow removal during the winter season;
• Prioritize interventions and coordinate work performed by internal teams or external contractors;
• Ensure the ongoing quality, continuity, and efficiency of the municipal services under their responsibility, considering seasonal requirements and the various work shifts;
• Participate in planning maintenance and improvement projects related to the infrastructure under the section’s responsibility.

Contract and Resource Management Responsibilities

• Participate in the preparation of specifications and oversee service, maintenance and construction contracts related to the section’s activities;
• Contribute to the preparation and monitoring of the department’s annual budget;
• Plan the human, material and technical resources required to carry out operational activities;
• Ensure compliance with contractual, regulatory, occupational health and safety requirements applicable to activities under their responsibility.

QUALIFICATIONS PROFILE

• Hold a first-degree university diploma in a related field;
• Possess five (5) to ten (10) years of relevant experience in Public Works’ field or equivalent;
• Possess five (5) years of experience in team management or in the coordination of a work team;
• Good knowledge of the municipal sector;
• Experience in a unionized environment;
• Bilingualism (French and English*);
• Must have a valid Class 5 driver’s license;
• ASP Construction Card, considered an asset.

*Knowledge of English is a requirement due to potential interactions with the Town’s citizens.
