Job Profile
Under the direction of the Foreman Grade 2, the Central Control Operator 1 works a rotating shift that assists in providing operational services, systems monitoring, response/dispatch services and front‑line maintenance services on a 24‑hour, 7‑day, 365‑day basis to a wide range of City facilities and programs. The position is based in the Central Control office at 510 Main Street and is responsible for operating and monitoring software applications that control building systems (HVAC, plumbing, etc.), life‑safety systems (fire alarms, security alarms, carbon monoxide alarms, ammonia leak alarms and CCTV), and access control (card access and building security). Central Control also serves as the call centre and work‑management hub for tradespersons and service personnel. Central Control is responsible for providing operational support to 600 facilities/assets, including WPS, WFPS, Community Services, Transit, Fleet and City Hall.
Responsibilities
- Assist in monitoring, assessing and responding appropriately to various alarms and warnings received from the systems reporting to Central Control (Metasys, Manitou, PEGASYS).
- Assist in monitoring access control, security and CCTV systems.
- Assist in receiving calls from staff or program providers regarding service requests and critical systems or safety‑related situations.
- Assist in performing tests on various building systems as required by procedures, policies or provincial regulations, as directed.
- Perform various operational assignments as directed.
Education and Qualifications
- Possess and maintain a valid Province of Manitoba 5th Class Power Engineer’s Certificate. A valid Province of Manitoba 4th Class Power Engineer’s Certificate would be an asset.
- 24 months demonstrated experience working in facility operations or maintenance.
- Knowledge in the use of the software platforms used by the Division (METASYS, PEGASYS, Manitou and MAXIMO).
- Knowledge in maintenance procedures of building HVAC, electrical and plumbing systems and their components.
- Knowledge in operational procedures of building HVAC, electrical and plumbing systems and parameters required for seasonal operations.
- Knowledge of City facilities/assets including facility uses and programming.
- Knowledge of and the ability to observe safety rules and regulations.
- Proficiency in Microsoft Office including Word, Outlook and Excel.
- Verbal communication skills with the ability to effectively communicate with staff, building users, elected officials and the public.
- Written communication skills with the ability to produce clear and concise documents and reports.
- Ability to organize tasks and meet deadlines.
- Ability to work independently and with minimal supervision.
- Must be capable of following both oral and written instructions.
- Ability to use both hand and power equipment used within this classification.
- Ability and willingness to learn additional skills necessary for this classification.
- Must have, or be able to acquire in a reasonable period of time, a thorough knowledge of the Safe Work Plans that are applicable to this classification.

Conditions Of Employment
- The successful candidate must maintain legal eligibility to work in Canada. If the successful candidate possesses a work permit, it is their responsibility to ensure the permit remains valid.
- A Winnipeg Police Service Level 2 Security Clearance satisfactory to the employer will be required from the applicant(s) or successful candidate(s).
- Must possess and maintain a valid Province of Manitoba 5th Class Power Engineer’s Certificate. A valid Province of Manitoba 4th Class Power Engineer’s Certificate would be an asset.
- Must possess and maintain a valid Class 5 Manitoba Driver’s License. The successful applicant will be required to provide a driver’s notice in force document upon request.
- Must possess a St. John’s Ambulance Emergency First Aid Certificate or equivalent or a willingness and ability to obtain it within three (3) months.
- Must be able to work various hours as Central Control operates on a 24‑hour per day, 7‑day per week basis. The successful applicant must be able to work various shifts during the week and weekends, including days, evenings and overnight.
- Must be physically capable of performing all of the duties of the position, in all weather conditions. This includes, but may not be limited to, climbing ladders and scaffolds, working at heights and working in confined spaces.
- Must be willing to act as Central Control Operator 2 as required.
