Overview

The Registries Modernization team is taking an agile approach to implementing modernized, innovative, human‑centric, and sustainable solutions for delivering registry services to Albertans. For the Motor Vehicles registry this involves a complete replacement of legacy applications with an established codebase that will support the new system. We are looking for a process‑oriented Business Consultant who can gather requirements, perform gap analysis, and collaborate with stakeholders to deliver solutions that meet business needs and drive operational efficiency.

Responsibilities
  • Facilitate requirements gathering sessions and conduct process walkthroughs
    • Identify goals and pain points through gap analysis of current and future state business processes.
    • Create, review, and update user stories, personas, and journey maps.
    • Create system use cases, flow diagrams, and interactive mock‑ups of functional requirements.
    • Document and validate results with subject matter experts, and drive the creation of detailed business and functional requirement specifications.
  • Support development of non‑technical system documentation and recommend policy or procedural manuals.
  • Support change management and training to ensure delivery of complex program changes.
  • Conduct post‑implementation reviews, assessing opportunities for backlog refinement and continuous improvement.
  • Liaise with security and privacy teams to complete threat‑risk and privacy impact assessments as required.
  • Assist with project planning, scheduling, and status reporting.
Qualifications
  • Demonstrated experience providing business analysis/consulting services in a motor‑vehicle registries modernization project.
  • Experience conducting gap analysis between legacy systems and modern solutions.
  • Understanding of Motor Vehicles services in Alberta.
  • Experience with Agile/SCRUM practices and tools such as JIRA.
  • Results‑driven mindset, able to function independently while engaging stakeholders to deliver outcomes.
  • Strong analytical and problem‑solving skills, with the ability to design creative solutions.
  • Knowledge of and ability to interpret complex legislation, regulations, policies, and standards.
Remote Working and Hours

Remote role with possible in‑person meetings in Edmonton up to four times a year. Standard work hours are 08:15 – 16:30 Alberta time, Monday through Friday (excluding provincial holidays). Travel expenses to/from Edmonton and within Alberta are covered by the Province.

Background Check

Standard criminal background check required prior to commencement of services.

Mandatory Training

All contingent resources must complete mandatory training covering Freedom of Information, Privacy Act, and security awareness upon contracting.

Equipment Requirements

Resources must provide their own computer running a modern version of Windows or macOS compatible with Azure Virtual Desktop (AVD). AVD/remote‑access software will be installed on the resource’s computer.
