Sia is seeking an experienced and detail-oriented Business Analyst Consultant – RFP Development to support a major utilities organization. This role focuses on clarifying requirements, developing RFPs, coordinating with external vendors, and facilitating cross-functional collaboration across our client’s business, technical, IT/OT, and procurement teams.

You will play a critical role in bridging business objectives with technology and vendor delivery models, ensuring RFPs are clear, compliant, and aligned with enterprise standards. The Business Analyst will support the full RFP lifecycle—from requirements confirmation through vendor evaluation—while ensuring clarity of responsibilities, governance, and delivery expectations.

Key Responsibilities
  • Draft, refine, and validate RFP content in collaboration with internal stakeholders
  • Clarify boundaries between System Integrators (SI), platform vendors, and internal IT/OT teams
  • Define and document RACI models covering design, build, integration, testing, documentation, training, and post–go-live support
  • Coordinate RFP issuance, vendor Q&A, response management, and evaluation logistics
  • Support procurement to align RFP processes with internal standards and compliance requirements
Business Analysis & Requirements
  • Facilitate the definition / clarification and documentation of functional and non-functional requirements and translating business and technical requirements into clear, concise RFP specifications, deliverables, and service levels expectations
  • Create and review Business Requirement Documents (BRDs), functional specifications, and traceability matrices
  • Perform fit/gap analysis and identify system, process, and delivery model gaps
  • Conduct subject matter research to support solution design and vendor evaluation
Process, Governance & Change Support
  • Analyze current-state (As-Is) and future-state (To-Be) processes and identify change impacts
  • Examine end-to-end process impacts across people, technology, and operations
  • Participate in quality reviews to ensure traceability between requirements, designs, and outcomes
Qualifications
  • Bachelor’s degree in Computer Science, Software Engineering, Information Technology, or equivalent education and experience
  • 5–10 years of experience as a Business Analyst (or PM / Scrum Master) on IT projects
  • Experience working within the utilities, energy, or oil & gas industry strongly preferred
  • Experience supporting RFPs, vendor evaluations, and procurement-led initiatives is a must-have for this role.
  • Strong understanding of IT and OT environments and vendor-based delivery models
  • Proven ability to translate complex requirements into non-technical, stakeholder-friendly language
  • Strong presentation, facilitation, and stakeholder engagement skills
  • Solid understanding of project management principles and methodologies
  • Comfortable working in ambiguous, fast-paced environments with an entrepreneurial mindset
  • Experience working with Microsoft technologies
  • Familiarity with Agile methodologies; Scrum or Agile certifications are an asset
  • Business Analyst certification (e.g., CBAP, CCBA) is an asset
  • Change Management certification (e.g., Prosci) is an asset
