Job summary

Capital Crossing Constructors, in partnership with Webuild, Samsung C&T and Green Infrastructure Partners, seeks a Bilingual Procurement Manager to lead procurement for the Alexandra Bridge Project in Ottawa. The role reports to the Project Manager and aligns with the Regional Supply Chain Manager to develop strategies that drive delivery from pre-construction through closeout.

• SCMP designation is a strong asset.
• 7–10 years procurement or supply chain experience in construction/infrastructure.
• Experience with large-scale infrastructure or EPC projects preferred.
• Experience using SAP or other ERP systems.
• Strong negotiation and contract management skills.

Responsibilities

• Develop and execute the project procurement strategy and plan from pre-bid to completion.
• Lead sourcing, tendering, supplier evaluations, contract negotiations, and supplier selection.
• Negotiate terms with vendors and subcontractors to minimize risk and maximize value.
• Manage purchase orders, subcontract awards, expediting, and contract administration.
• Collaborate with Engineering, Construction, Project Controls and Supply Chain to align with schedules.
• Monitor budgets, forecasting, reporting and procurement analytics.
• Develop supplier relationships to support project delivery.
• Ensure compliance with procurement policies and governance.

About the job

We are seeking an experienced Bilingual Procurement Manager to lead procurement activities for a major infrastructure project. Reporting to the Project Manager with functional alignment to the Regional Supply Chain Manager, you will be responsible for developing and executing procurement strategies that support project delivery from pre-construction through project closeout.

What you'll be doing

• Develop and execute the project procurement strategy and purchasing plan from pre-bid through project completion.
• Lead sourcing activities, tendering, supplier evaluations, contract negotiations, and supplier selection.
• Negotiate commercial terms and conditions with vendors, subcontractors, and professional service providers while minimizing project risk and maximizing value.
• Manage purchase orders, subcontract awards, expediting, supplier performance, and contract administration.
• Collaborate closely with Engineering, Construction, Project Controls, and Supply Chain teams to ensure procurement activities align with project schedules and operational requirements.
• Monitor procurement budgets, forecasting, financial planning, reporting, and purchasing analytics.
• Identify, qualify, and develop relationships with suppliers and subcontractors to support project delivery.
• Ensure compliance with company procurement policies, procedures, and governance requirements.
• Resolve commercial issues, supplier claims and contract-related matters in collaboration with project leadership.
• Maintain accurate procurement records and oversee procurement systems and reporting.
• Provide guidance and support to project teams on procurement processes and best practices.
• Contribute to inventory optimization, site readiness and continuous improvement initiatives.

What we are looking for

• Bachelor's degree in Supply Chain Management, Business Administration, Engineering, Commerce, or a related field.
• SCMP (Supply Chain Management Professional) designation is considered a strong asset.
• Minimum 7–10 years of procurement, purchasing, subcontract management, or supply chain experience within construction, infrastructure, or EPC projects.
• Experience managing procurement for large-scale infrastructure or civil construction projects is highly preferred.Strong understanding of procurement processes, contract administration, supplier relationship management, and commercial negotiations.
• Experience using SAP or other ERP procurement systems.
• Proficiency with Microsoft Office, particularly Excel, Word, and PowerPoint.
• Fluent in both English and French.
• Excellent negotiation and contract management skills.
• Strong analytical, financial, and problem-solving abilities.
