Job summary

Samson Cree Nation invites applications for Band Administrator to lead Programs and Services under Chief and Council. You will implement and maintain policies, supervise senior managers, and ensure programs stay within budget while aligning with the Strategic Plan and Finance Law.

You will advise Council on policy, coordinate cross-departmental programs, liaise with contractors and government agencies, and uphold ethical standards including background checks and a Cree language asset is valued.

Qualifications

  • Minimum Bachelor's Degree in Business, Public Administration or Management.
  • Additional study in Political Science, Native Studies, Sociology or related field.
  • Minimum 5 years senior management experience overseeing multi-million-dollar budgets and audits.
  • Strong leadership skills in administrative/political environments.
  • Commitment to financial integrity and absence of any active financial conflicts of interest.
  • Excellent interpersonal and communication skills; ability to work independently and flexibly.
  • Must pass Vulnerable Sector Check and Criminal Record Check.
  • Valid Driver's License required.
  • Ability to understand and speak Cree is a strong asset.

Responsibilities

  • Coordinate advisory processes with legal, financial, and subject-matter experts.
  • Establish Senior Management meetings and coordinate cross-program collaboration.
  • Maintain liaison with government agencies and Samson Cree Nation business entities.

Job description

Under the direction of the Samson Cree Nation Chief and Council, the Band Administrator; Implements and maintains Programs and Services and the Policies and Procedures established by the Chief and Council of the Samson Cree Nation by:

  • Providing executive leadership, operational oversight, and policy direction across all Samson Cree Nation administrative departments, including direct governance and administrative authority over community programs serving youth, elders, and vulnerable family members.
  • Full implementation of the Samson Cree Nation Community Strategic Plan.
  • Supervising and providing direction to Senior Managers, Program Managers and Executive Staff.
  • Monitoring programs to ensure that Policies and Procedures established by Chief and Council are maintained.
  • Ensuring that programs are within budget and that planning and rationalizations for activities are prerequisite and in accordance to the Samson Cree Nation Strategic Plan, Nipisihkopahk Soniyaw Paminikewin Wiyasiwewin (Samson Cree Nation Finance Law) and Financial Standing Operating Procedures.
  • Receiving reports from Senior Managers and Program Managers, consolidating reports and presenting to Chief and Council when required enabling Chief and Council to make informed decisions.
  • To ensure Dispute Resolution mechanisms are in place and implemented.
  • Ensuring all operational decisions, contracts, and policy implementations strictly adhere to legal advice and governance protocols.
Advises Council on Matters of Policy, Procedures and Criteria by:
  • Overseeing drafting of legislation or by‑laws for approval by Chief and Council.
  • Overseeing drafting of regulations and criteria related to programs for Chief and Council approval.
  • Seeking and incorporating advice from legal, financial, and subject‑matter experts on complex operational or policy matters as required.
  • Ensuring the secure management, archiving, and long‑term integrity of all original Samson Cree Nation by‑laws, laws, and legal records.
Coordinates Samson Cree Nation Programs to meet the objectives and goals of the Chief and Council in their provisions of services and benefits to the memberships by:
  • Establishing regular Senior Management meetings for coordinating purposes.
  • Ensuring that programs collaborate with each other.
  • Arranging coordinating the discussion and resolution of program issues with Chief and Council, Senior Managers and Program Managers as required.
  • Liaison with Samson Cree Nation Independent Contractors to receive reports.
  • Maintains liaison with Government and Industry agencies to make Chief and Council aware of opportunities and benefits that may accrue from time to time.
  • Maintains Liaison with Samson Cree Nation Business entities included but not limited to; PHT, PHGI, SML, STE, Parcan, MAA, SETF, KHTF, SRB, Mikwan Financial Advisory.
Qualifications:
  • Minimum Bachelors Degree from a recognized University with major course work in Business, Public Administration or Management. Further work in Political Science, Native Studies, Sociology or closely related field.
  • Minimum 5 years senior management experience overseeing multi‑million‑dollar operating budgets, complex audit processes, financial forecasting, and variance reporting.
  • Must possess considerable demonstrated leadership skills within an administrative and political environment.
  • Must demonstrate high standards of financial integrity, with no active undischarged bankruptcy, financial judgements, or unresolved financial conflicts of interest.
  • Must have excellent inter‑personal and communication skills and must be capable of working independently possessing a well‑organized and flexible management style.
  • Must maintain high ethical standards and successfully pass a Vulnerable Sector Check (VSC) and Criminal Record Check, required due to executive authority and direct programmatic oversight concerning youth and vulnerable community populations.
  • Must possess a valid Driver’s License.
  • Ability to understand and speak Cree is a strong asset.
