Position Overview
Reporting to the Manager, Housing, the Assistant Manager – Housing Programs plays a vital role in supporting the Housing Manager in the day-to-day oversight, coordination, and development of Cedar Strong’s housing programs, including the emergency shelters, transition house, and supportive housing. The Assistant Manager will help foster positive relationships with clients, staff, and community partners, ensuring the delivery of trauma-informed and client-centered services.
This role supports the Housing Manager, in the management and coordination of staff, including hiring, performance management, disciplinary and termination decisions. Additionally, the Assistant Manager, supports the delivery of safe client services and programs, ensuring adherence to organizational policies, procedures and values.
Will be responsible for leading projects to support Cedar Strong’s expansion into a new facility which would include developing policies and procedures, providing training for staff, recruiting new teams and developing new guides for guests.

With over 80 dedicated staff members, Cedar Strong continues to grow and support its mission through collaborative and compassionate service delivery.
Responsibilities and Duties
Client Services
- Support the Housing Manager in the implementation of Cedar Strong’s client service strategies, aligning to Cedar Strong’s trauma-informed and person-centred mission, principles, values and any applicable provincial and federal regulations
- Implement action plans, budgets and training processes across shelter and housing programs and services as directed by the Housing Manager
- support the development of policies and procedures related to the shelter and housing programs
- Oversee daily operations of the emergency shelter, transition house, and supportive housing programs
- Ensure trauma-informed and person-centred services is prioritized across programs and services, providing support to staff when client challenges and crises arise
- Oversee client intake process adhering to Cedar Strong’s policies and procedures, ensuring accurate record keeping and management
- Develop strategies and policy for continuous program evaluation and make recommendations for program and services improvements ongoing program evaluation and improvement processes
- Produce monthly program reports as required by the Housing Manager and funders
Human Resources
- Manages team members, providing coaching, feedback and mentorship to front line staff when on duty
- Support the Housing Manager by informing/assisting in recruitment, selection, evaluation, training, performance management and disciplinary decisions.
- Oversee and maintain staff scheduling, monitoring attendance and ensuring optimum shift coverage to suit the needs of the programs and services, aligning to budget and program goals within the Collective Agreement
- Liaise with other programs and services to optimize staff coverage across shifts
- Provide on-site coverage as necessary in the absence of staffing options
- Lead and attend required staff meetings and other related meetings as required
- Coordinate and lead staff training under the direction of the Housing Manager
- Provide on-call support through a rotating schedule as provided by the Housing Manager
Record Management
- Complete accurate documentation, and records management from client intake to client departure ensuring confidentiality and accuracy
Facilities Management
- Support the maintenance and safety of housing units, reporting facility issues to the Housing Manager (or Facilities Manager)
- Ensure the cleanliness, security, and general upkeep of housing facilities
Community Engagement + Advocacy
- Participate in staff and community meetings, training, and professional development activities under the direction of Housing Manager and Executive Director
- Build and maintain strong positive relationships with community partners and service providers under the direction of Housing Manager and Executive Director
- Represent Cedar Strong professionally in external meetings or partnerships when required and as directed by the Housing Manager and Executive Director
- Through advocacy and engagement with community partners, promote client empowerment, resilience, and inclusion
Occupational Health and Safety
- Prioritize the health and safety of clients, staff and visitors to all facilities
- Assist in development and implementation of approved policies, procedures, and systems including systems design standards, compliance with safety regulations, and other government legislation
- Continuously develop and refresh safe work procedures
- Ensure proper first aid and emergency response supplies
- Act as the point of contact for Fire Marshall check-ins
- Ensure proper cleaning in response to flu outbreaks
- Support the Housing Manager, and act as required, as the point of contact for bedbug infestations. Ensures proper procedures are followed, including room cleaning, bagging articles for heat treatment, etc.
Qualifications
- Diploma or Bachelor's degree in Social Work, Housing Management, Community Support, or a related field
- Minimum 2 years of experience in a supervisory or team lead role, preferably in a non-profit or housing environment
- Understanding of trauma-informed practices and experience working with individuals experiencing homelessness, substance use, or violence
- Familiarity with community resources in Hope, the Fraser Valley, or surrounding areas is an asset
- Strong communication, leadership, interpersonal, and problem-solving skills
- Ability to manage competing priorities and work both independently and collaboratively
- Experience working in a unionized environment and familiarity with collective agreements is an asset
- Proficiency with administrative, computer tasks and report writing
- Valid BC driver’s license and access to a reliable vehicle
- Satisfactory Criminal Record Check with Vulnerable Sector clearance
Working Conditions
- Full-time 40 hour per week position, with flexible hours including evenings or weekends as needed
- Work is primarily conducted on-site at various housing facilities and in the community
- Must be comfortable responding to client emergencies or supporting crisis situations when needed
The successful candidate will need to work on-site in Hope, BC. Preference may be given to candidates who live within a reasonable commuting distance.

Pay range: $32-37/hr – 40 hours per week
