The Department of Transportation and Infrastructure is responsible for establishing and managing public infrastructure, including provincial highways and roads, highway bridges and structures, water and flood control works, and northern airports and marine services. It develops, communicates and administers motor carrier regulatory and safety services. The department also oversees and coordinates emergency preparedness, emergency response and disaster recovery to prevent the loss of life and minimize damages to property and the environment.

Duties

Reporting to the Maintenance Superintendent, the Area Works Supervisor (ARS) coordinates and directs the road maintenance operations within their resource group. The ARS provides leadership and supervision to maintenance employees engaged in a variety of summer and winter highway maintenance activities in all weather scenarios and all levels of traffic volumes to ensure the safety of workers and the motoring public while maintaining public infrastructure. The ARS is the primary contact for and will respond to all emergency road‑related incidents that affect road safety, potential road closures, flooding situations, etc. within a Resource Group.

Qualifications
Essential
  • Experience related to highway maintenance operations.
  • Experience operating commonly used highway maintenance equipment.
  • Supervisory experience including staff, the organization of labour, equipment, and materials to perform assigned work activities.
  • Knowledge of materials, methods, and tools involved in the maintenance of highways, roads and related facilities.
  • Knowledge of related acts, regulations, policies and procedures as they pertain to the maintenance operations including, but not limited to: The Highway Traffic Act, Departmental Policies and Procedures, Manual of Uniform Traffic Control Devices and Occupational, Health & Risk Management.
  • Knowledge of human resource practices (i.e., recruitment, training and development, understanding of the collective agreement, etc.).
  • Effective interpersonal skills, which include the ability to interact professionally and courteously with department personnel, landowners, the general public, law enforcement personnel, contractors, etc.
  • Effective verbal communication skills.
  • Ability to coach others to best practices, continuous learning, self‑development and for succession planning purposes.
  • Experience with computer applications and software (e.g., MS Word, Excel, Outlook, and Internet Explorer).
Desired
  • Experience with Maintenance Management System (MMS).
Conditions of Employment
  • Must be legally entitled to work in Canada.
  • Must possess and maintain a valid Manitoba Class 5F Driver’s Licence without restrictions.
  • Must be able to work extended hours, including overtime evenings and/or weekends including statutory holidays as required.
  • Must be able to perform the physical requirements of the position, including lifting or carrying up to 25 kg, walking, sitting, or standing for prolonged periods, climbing stairs and ladders, kneeling, twisting, bending, operating vehicles and equipment, as well as exposure to dust or pollen, irritating vegetation, and chemicals or fumes.
  • Must be able to respond to work within 30 minutes of call.
  • Must be able to work in all weather conditions, and be prepared for both extreme heat and cold.
