Request for Proposals (RFP) – Multidisciplinary Architectural & Engineering Services
Project Title: Premises Acquisition and Fit-Out for a 90-Child Day Care Facility
Location: Regina, Saskatchewan
Site: 438 E Victoria Avenue, Regina, SK, Canada

1. Introduction

UCAS & African Descent Professional Associates Inc. (ADPA) invites proposals from qualified, licensed, and experienced multidisciplinary consulting firms to provide Architectural and Structural Engineering services, with coordination of all required engineering disciplines, for the acquisition and fit-out of a licensed daycare facility at 438 E Victoria Avenue, Regina, Saskatchewan.

The proposed facility will accommodate 90 children (infants, toddlers, and preschoolers), with a vision for future capacity expansion. The successful proponent will act as Prime Consultant, led by the Architect, and willbe responsible for coordinating all sub-consultants required to achieve approvals and licensing, including mechanical (HVAC), electrical, plumbing, fire/life safety, and accessibility/code consulting.

Proponents mustdemonstrateexperience delivering projects of similar scale and regulatory complexity (e.g., licensed childcare, institutional, healthcare, or comparable regulated facilities), including direct experience navigating City of Regina permitting processes and childcare licensing approvals.

2. Scope of Services
2.1 Architectural Services (Prime Consultant Role)

The Architect will serve as Prime Consultant and will:

  • Lead and coordinate the multidisciplinary consultant team (structural, mechanical, electrical, plumbing, fire/life safety, accessibility/code)
  • Conducselectedt site assessments and feasibility studies for the proposed premises
  • Develop conceptual designs and layout plans in compliance with Saskatchewanchild carefacility standards
  • Prepare detailed floor plan layouts and space programming for a licensed 90-child childcare facility, including age-group zoning (infants, toddlers, preschoolers), staff areas, kitchens, washrooms, storage, circulation, and supervision sightlines
  • Prepare schematic design, design development, and construction documentation
  • Ensure compliance with zoning bylaws, National Building Code of Canada (NBCC), accessibility legislation, and childcare licensing regulations
  • Coordinate all submissions, responses, and approvals with the City of Regina (including building permits, potential change of use, and signage approvals) and childcare licensing authorities
  • Provide project cost estimates and phasing plans
  • Incorporate natural lighting, outdoor play areas, accessibility features, andoptimalchild supervision sightlines
  • Design for flexibility to accommodate future expansion
2.2 Structural Engineering Services

The Structural Engineer will:

  • Assess structural integrity and load-bearing capacity of the selected building
  • Evaluate suitability of the premises for renovations and licensed childcare use
  • Provide structural input into design plans, including wall removals, reinforcements, and additions
  • Ensure compliance with the National Building Code of Canada (NBCC), seismic, snow load, and applicable safety standards
  • Provide stamped drawings and reports for permit applications
  • Support construction-phase structural inspections and compliance reviews

(Mechanical, electrical, plumbing, fire/life safety, and code consulting services shall be provided by the multidisciplinary team under the coordination of the Prime Consultant.)

3. Deliverables

The successful proponent will provide the following key deliverables:

  • Site assessment and feasibility reports
  • Detailed floor plan layouts for a licensed 90-child childcare facility, including room-by-room programming and compliance with childcare space standards
  • Fully coordinated multidisciplinary design package (architectural, structural, mechanical, electrical, plumbing, fire/life safety, and accessibility) from concept through construction-ready documentation
  • Structural assessment reports and stamped drawings
  • High-level cost estimates and implementation schedule
  • Support through municipal permitting, change-of-use approvals (if applicable), childcare licensing submissions, and inspection phases
4. Qualifications and Experience Required
Prime Consultant (Architectural Lead Firm)
  • Licensed to practice in Saskatchewan (SAA; RAIC membership an asset)
  • Minimum five (5) years of professional experience, including projects of similar scale and regulatory complexity (licensed childcare, institutional, healthcare, or comparable facilities)
  • Demonstrated experience acting as Prime Consultant coordinating multidisciplinary teams
  • Proven familiarity with City of Regina permitting processes and childcare licensing requirements
  • Working knowledge of Saskatchewan childcare regulations and licensing standards
Structural Engineer
  • Licensed Professional Engineer (P.Eng.) with APEGS
  • Demonstrated experience in building retrofits, adaptive reuse, and public/institutional facilities
  • Familiarity with daycare safety and accessibility requirements considered an asset
5. Proposal Submission Requirements
  • Firm profile and multidisciplinary team composition
  • Relevant project experience (2–3 comparable projects with references)
  • Proposed methodology, coordination approach, and project timeline
  • Fee structure, including site visits and optional services
  • Proof of professional liability insurance
  • Conflict of Interest (COI) declaration identifying any actual, potential, or perceived conflicts
