Job summary

VIA Rail Canada seeks a Security Systems Administrator to provide expert support for access management (ACMS) and video surveillance (VSS) across its facilities. You will manage access for staff and contractors, grant or revoke as needed, and collaborate with teams to ensure secure operations and privacy.

Qualifications

  • Must obtain Government of Canada Secret Security clearance.
  • College degree in a relevant discipline or equivalent.
  • Minimum of 6 years of experience, including at least two years in security.
  • Experience with ACMS and/or video surveillance (VSS) systems.
  • CPP certification is an asset.
  • Extensive IT knowledge; experience with Office 365.
  • Knowledge of key control systems and perimeter security is a plus.
  • Strong written and verbal communication, stakeholder engagement, and risk awareness.

Responsibilities

  • Manage employee and contractor access for ACMS and VSS systems and provide guidance.
  • Ensure ACMS, VSS, and station closure systems function correctly and coordinate with IT.
  • Manage perimeter intrusion detection and key control systems, escalating as needed.
  • Participate in Corporate Security Intelligence projects, risk assessments and security briefings.

Reporting to the Director – Corporate Security & Intelligence, the Security Systems Administrator (SSA) provides technical support for VIA Rail’s access management (ACMS) for personnel and facilities as well as video surveillance (VSS) systems perimeter intrusion detection systems. This person is the point of contact for general access issues and act as a subject matter expert regarding video surveillance and privacy. The SSA must establish and maintain a relationship of trust and ensure customer satisfaction by providing tailored service and high-quality work. Furthermore, identify operational issues and propose actions/solutions to optimize the service delivery, processes and procedures while providing a high-quality service. The SSA must stay up to date on technological developments to monitor the evolution of systems, equipment, and software.

Responsibilities
  • Manage employee and contractor access for VIA Rail’s access management (ACMS) and video surveillance (VSS) systems through ACMS and VSS software. Grant or revoke the necessary access according to standards, policies, and security instructions. Aid team members during complex situations. Provide peer training and guidance to ensure proper usage of the ACMS and VSS systems. Validate, analyze, and modify the technical documentation, as needed;
  • Ensure the proper functioning of VIA Rail’s ACMS, VSS, and station closure system through the Train Status Information (TSI) tracking system. Work in collaboration with Information Technology partners. Engage with and provide direction to contracted services to ensure these systems are working optimally. Provide recommendations on how to improve these systems’ coverage and usage. Identify security vulnerabilities and provide solutions. Further develop VIA Rail’s ACMS system database and expiry programs. Assess and integrate new technologies to support the mandate of the Corporate Security Intelligence department;
  • Manage and support ACMS and VSS access requests while ensuring all laws, policies, regulations, evidence act, and procedures are respected. Ensure that processes and instructions are followed. Provide guidance and advice to stakeholders and signal all problematic requests. Escalate critical situations to the next level. Manages all perimeter intrusion detection systems, including Key Control systems;
  • Participate in various Corporate Security Intelligence projects and initiatives. This may include: risk assessments and mitigation; managing security clearances; security briefings; security awareness; implementing insider threat programs; reporting security concerns; and compliance.
What We Are Looking For
  • Must be able to obtain, and maintain, a Government of Canada Secret Security clearance;
  • College degree in a relevant discipline or equivalent;
  • Minimum of 6 years of experience including a minimum of:
    • Minimum of two years experience in the security field;
    • Minimum of two years experience with access management (ACMS) and/or video surveillance (VSS) systems;
  • Certification related to the security industry such as the Certified Protection Professional (CPPⓇ) is an asset;
  • Extensive knowledge of Information Technology and technological environments. Advanced knowledge of office and operational applications (Exchange, Office 365, etc.);
  • Experience in key control systems and perimeter intrusion detection systems can be considered assets;
  • Experience supporting risk management, security or law enforcement fields is an asset;
  • Excellent interpersonal and communication skills (written and verbal) to interact and build relationships with internal and external stakeholders. Experience in preparing concise and effective reports, presentations and other communication materials;
  • Tech savvy: Ability to use technology, software and applications;
  • Problem-solving: Considers all available options to resolve problematic situations and validates that the desired outcome has been achieved;
  • Organizational and planning skills: Ability to initiate, prioritize and manage analytical responsibilities of a variety of constantly changing scopes and timelines;
  • Teamwork: Works cooperatively with members of the team. Contributes to the development of a team environment where the team achieves established goals;
  • Adaptability: Adjusts own behaviours and approaches considering new information and changing situations. Tailors approach to meet needs of individuals and groups;
  • Risk Management: Manages situations to mitigate risk and maintain a safe environment for passengers and employees. Familiarity with risk analysis methodologies;
  • Critical and innovative thinking: Ability to effectively analyze data, see linkages and patterns, and problem solve;
  • Ethical accountability and responsibility: Takes responsibility for actions and makes decisions that are consistent with high ethical standards;
  • Legislation, policies, procedures: Complies with all relevant policing legislation, policies and procedures in performing work;
  • Initiative: ability to assess and initiate things independently while being autonomous;
  • Good judgment: Considers the consequences of one's decisions.
