Overview
Role to build the capacity for effective physician governance, physician integrated leadership, and engagement within IH; to improve the quality of medical care within IH by collaborating with physicians, other health-care professionals, portfolios, committees and medical governance structures; and to provide leadership, direction and support to the Chiefs of Staff, Department Heads and Medical Directors.

To the Executive Medical Director, IH South.
Specific Accountabilities
- Collaborative Leadership
- Leads within the “One IH” strategy.
- Models integrated leadership by working effectively with administrative counterparts.
- Supports any aligned Vice President (VP) by ensuring that physician-related issues in the VP’s portfolio are addressed.
- Works collaboratively with VP portfolios on the development and implementation of strategic and operational plans.
- Through physician engagement, facilitates the achievement of VPs’ operational and strategic objectives.
- Informs VP portfolios of Medical Staff issues, plans, or processes that may significantly impact the management of those portfolios.
- Participates on provincial committees as an IH or MOH representative, as directed by the VP, Medicine and Quality.
- Collaborates with the Southern Medical Program and the UBC Faculty of Medicine to facilitate successful achievement of the academic mandate.
- Considers UBC and IH academic perspectives in strategy, planning, and promotion of clinical teaching and/or research opportunities and the recruitment of academic physicians.
- Medicine and Quality Portfolio
- Participates in the development and implementation of the strategic plan for the Medicine and Quality Portfolio.
- Attends and participates fully in the portfolio’s Senior Leadership Team and Executive Medical Group meetings.
- Based on clearly-defined leadership accountabilities, mentors and develops physician leaders, including Chiefs of Staff, Program Medical Directors, and other senior physician leaders within assigned portfolio.
- Ensures that regular performance reviews are undertaken and utilized to guide work planning for all direct reports within assigned portfolio.
- Facilitates physician leaders (Chiefs of Staff, Department Heads, and Medical Directors) to successfully achieve their governance roles, as outlined in IH’s Medical Staff Bylaws, Rules, and Policies.
- Collaboratively develops a succession plan for each senior physician-leadership position.
- Medical Staff Health Human Resources (HHR)
- In collaboration with the HHR EMD Lead and the Health Authority Medical Advisory Committee (HAMAC), participates in the development of an IH physician HHR plan.
- Ensures implementation of a standardized and effective credentialing and privileging process for all applicants to IH facilities in compliance with the provincial direction of the Physician Quality Assurance Steering Committee (PQASC) and with IH Medical Staff Bylaws, Rules, and Policies.
- Ensures standardized physician impact assessments are undertaken and approved by site administrative and medical leaders for all applicants to the Medical Staff before recommending them for privileges.
- In compliance with the Medical Staff Bylaws, Rules, and Policies, ensures that adequate processes exist at the LMAC and RMAC levels for the periodic review of Medical Staff for reappointment or a change in privileges.
- In collaboration with the Executive Director, Medical Affairs, supports the development and implementation of an effective physician compensation plan, including contract, MOCAP, and NITAOP management.
- Collaborates in the recruitment and retention of Medical Staff by consistently applying IH policies and providing pertinent HHR advice.
- Medical Governance
- On behalf of the Board of Directors, ensures the effective functioning and strategic development of MACs and their medical leaders.
- Facilitates achievement of the MAC mandate as outlined in the Medical Staff Rules, Part 2.
- Mentors and directs Chiefs of Staff and Department Heads in assuring compliance with Medical Staff Bylaws, Rules, and Policies, and in appropriate application of the IH Disruptive Physician Policy and Procedures.
- Assists and provides oversight to the COS or Medical Director in the management of stage two and three disciplinary proceedings.
- Ensures that Medical Staff Peer Reviews and Performance Evaluations are undertaken by the Chiefs of Staff, Department Heads, and Medical Directors at regular intervals in alignment with direction from PQASC.
- Portfolio Management
- Manages the assigned SMD budget and administers the resources therein, including acting as Signing Authority in accordance with the IH Signing Authority Policy.
- In collaboration with the Manager, Medical Administration, Credentialing and Privileging, helps manage assigned medical administration support staff in keeping with IH Human Resources policies and procedures.
- With the assistance of IH Communications, deals with public, media, and other interest groups on matters affecting the SMD’s portfolio.
- Quality
- Collaborates with the Executive Medical Director, Quality and Patient Safety and the Corporate Director, Quality, Risk and Accreditation, in:
- the engagement of physicians and physician leaders in the Quality, Risk, and Accreditation (QRA) strategic plan.
- the development of an integrated process to address patient safety concerns and critical incident reviews, including a strategy to share learning across the Health Authority.
- the engagement of physicians in the Accreditation Canada process.
- Ensures, through the Chiefs of Staff, that Departments undertake regular quality reviews and report them up through their local multi-disciplinary quality committees or Local MACs.
- Assists the QRA portfolio in organizing the investigation of critical incidents as requested.

- Performs other tasks as required from time to time by the Executive Medical Director.

Estimated Remuneration: Based on years of leadership experience, $237,121 up to $296,402 based on 1.0 FTE
