Purpose

Primary Care Paramedic (PCP) holds all current legislative and regulatory qualifications and requirements to perform duties in a professional and responsible manner. This includes but is not limited to Defibrillation and Symptom relief certification under the authority of a Base Hospital Medical Director of the Grey Bruce Huron Paramedic Base Hospital Program, a valid Class “F” driver’s license or equivalent, a valid CPR certificate, and all other mandatory credentials required.

Responsibilities
  1. Reporting for duty on time and ready to respond to emergency calls at the beginning and throughout the scheduled shift.
  2. Performing duties and actions that ensure public safety and promote safety of others.
  3. Vehicle Control and Maintenance
    • Inspect ambulance vehicles for roadworthiness, inventory (according to schedule of ambulance supplies and equipment), cleanliness, defects, serviceability and safe storage.
    • Utilize ambulance vehicles and emergency (rapid) response units only for the purpose of providing ambulance services.
    • Complete vehicle check sheets as determined by Grey County EMS.
    • Account for purchase of gas and oil using adopted methods.
    • Report movement of ambulances/E.R.R.V. to the communications service, including when vehicles are removed from service for maintenance or repair.
    • Respond in heavy traffic and all weather conditions to emergency and non-emergency calls as per relevant regulations.
    • Utilize emergency warning devices as per MOHLTC and Grey County EMS procedures.
    • Operate ambulance or emergency response vehicle in a safe and professional manner.
    • Wear seatbelts during ambulance service unless contraindicated by medical documentation; drivers must always wear a seatbelt.
  4. Patient Assessment
    • Assess scene for hazards; assess patient condition and establish priority of treatment; monitor patient status at all times.
  5. Treatment and transport of patients
    • Perform patient care duties and respond to ambulance calls in accordance with the Paramedic’s qualifications and scope of practice, maintaining patient safety, privacy and confidentiality; comply with relevant acts and standards.
    • Receive directions from medical authority regarding patient care and treatment.
    • Transport patients to facilities as directed by the communications officer.
    • Transfer patients safely to and from the ambulance; continue patient care en route; manage unusual situations and employ light rescue techniques when required.
    • Ensure patients and passengers are properly restrained and secured in the ambulance; ensure infant incubators are secured when applicable; secure all care equipment and belongings.
  6. Transfers of Patient Responsibilities
    • Transfer patients from vehicles or examination surfaces safely; transfer patient history and case information to facility staff; ensure responsibility for the patient is transferred appropriately.
    • Restock the ambulance with patient care and accessory equipment after each call; respond to priority calls as required.
  7. Documentation
    • Complete patient and administrative documentation and safekeep patient records; provide current copies of required personnel documentation per regulations.
    • Maintain various documents and immunization records; conduct background checks and other documents as required by Grey County EMS and HR.
    • Report missing or stolen Ministry of Health Identification cards as needed.
  8. Team Functions
    • Communicate effectively with team members and allied agencies to ensure quality patient care.
  9. Other Related Responsibilities
    • Perform housekeeping and maintenance at stations; restock and clean equipment; carry required identification and payroll access.
    • Follow Base Hospital policies and procedures.
  10. Occupational Health and Safety
    • Perform duties safely; ensure vehicle, station and premises are safe and clean; comply with OH&S legislation and Grey County EMS SOPs.
Education
  • Students – preceptors provide education and experience for paramedic students in field placements and medical observers (support of basic life support at the PCP level).
  • Staff development – participate in training programs and practice sessions; assist in orientation for less experienced staff; engage in educational programs as determined by leadership.
  • Maintain qualifications in symptom relief and semi-automatic defibrillation and any other delegated medical acts authorized by Base Hospital Program and Grey County EMS.
