BESIX Group in Belgium seeks an experienced Bid Manager to lead PPP/DBFM(O) submissions from early scoping to financial close. You will coordinate with design, construction, finance, legal and maintenance teams and engage with authorities and consortium partners to optimise proposals.

The role requires a Master’s degree in Engineering, Economics or Law, plus 10+ years in large-scale project development and tendering.

Qualifications

• Master's degree in Civil Engineering/Architecture, Business Engineering, Economics or Law.
• Experience in PPP structures (DBFM/DBFMO/concessions).
• Comprehensive knowledge of contractual, legal and financial aspects with risk evaluation.
• Dutch native speaker (or near-native) with strong English and good French knowledge.

Responsabilités

• Take responsibility for PPP/DBFM(O) bid submissions from early stages to financial close, with leadership in discussions/negotiations with authorities and partners.
• Collaborate closely with technical staff, clients, partners, suppliers and external stakeholders to optimize bid solutions.
• Coordinate interactions between design, construction, finance, legal and maintenance for bid preparation.
• Prepare final bid documents and report status to BESIX senior management.

About BESIX Invest

Within the group, BESIX Invest focuses on the acquisition, investment, operation and maintenance of diversified projects in both the public and private sectors (such as locks, highways, tunnels, bridges, hospitals, schools, large buildings, wastewater treatment plants, waste incinerators, solar PV parks, etc.). As we are continuously growing in an evolving and challenging environment, we are looking to reinforce our existing dynamic team with someone who is thrilled to grow with us and take, depending on her or his experience, the responsibilities below:

• Taking responsibility in managing all aspects of PPP/DBFM(O) (Design Build Finance Maintain (Operate)) Bid submissions (on an SPV level and in close collaboration with colleagues from BESIX Contracting), from very early stages up to financial close, such as
  • Leading or participating in discussions/ negotiations with the authorities (such as De Werkvennootschap, Regie der Gebouwen, Rijkswaterstaat, …), with our consortium partners and with internal clients and as the case may be acting as the first point of contact
  • Play an active role as member of bid teams (with representatives from our consortium partners)
  • Review of tender documentation;
• Closely collaborate with technical staff, clients, partners, suppliers and external stakeholders, consultants & architects;
• Coordinate and stimulate the interaction between the different fields of expertise involved in the bid process such as design, construction, finance, legal and maintenance in order to optimize the solutions
• Assistance with the preparation of final bid documents;
• Reporting to BESIX senior management about status updates, go/no-go decisions to be made, final investment proposal,...
• Set and maintain BESIX’ high quality standards and group rules, in both the process and end products;

Qualifications

• Typically we would expect at least 10 years of experience, including
  • Experience in the development of large scale complex projects
  • Experience in tendering and/or bid management
• You have a Master's degree in e.g. (Civil) Engineering/Architecture, Business Engineer, Economics or Law - or equivalent by experience
• You have a good knowledge of – or strong interest in – PPP structures (DBFM, DBFMO, concessions)
• You are an individual with a comprehensive knowledge of the contractual, legal and financial aspects of a project and rigorous in risk evaluation
• You are a Dutch native speaker (or possess near-native command), are very comfortable in English and have a good active knowledge of French;
• You are able to work under pressure and can work towards meeting deadlines;
• You can work closely with all members of the project team, can take a leading role, are positive minded and solution-driven;
• You are able to deal with a number of very different tasks simultaneously;
• You possess strong written and verbal communications skills;
• You have proven commercial and negotiation skills with a high level of energy;
• You are disciplined and well-organized in all facets of your work;
• You are available to travel occasionally when needed within Europe.
