The candidate will drive procurement strategies, risk analyses and QA, ensuring time, cost and quality targets are met while maintaining strong client communication and stakeholder engagement.

Qualifications

  • Bachelor’s degree in a related discipline with 6+ years post-related experience.
  • Formal project management qualification (PRINCE2 Practitioner or PMP).
  • Experience in large digital transformation initiatives in public sector or international orgs.
  • Knowledge of Agile methodologies, cloud computing, cybersecurity, etc.
  • Proven ability to communicate effectively both orally and in writing.

Responsabilités

  • Plan, implement and manage assigned projects per NATO regulations and NCI policies.
  • Develop procurement strategies, benefit and risk analyses, and business cases.
  • Execute Quality Assurance functions for capability delivery.
  • Understand client requirements, collect data, deliver analysis and resolution.
  • Deliver projects within defined Time, Cost and Quality tolerances.
  • Identify, plan and allocate resources to meet milestones; supervise teams.
  • Ensure realistic project plans and clear stakeholder communications.

Spektrum supports apex purchasers (NATO, UN, EU, and National Government and Defence) and their Tier 1 supplier ecosystem with a wide range of specialist services. We provide our clients with professional services, specialised aerospace and defence sales, delivery, and operational subject matter expertise. We are looking for personnel to join our team and support key client projects.

Who we are supporting

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

RoleDuties and Responsibilities
  • Under the direction of Head Project Management Office, the incumbent will perform duties such as the following:
  • The planning,implementationand management of assigned projectsin accordance withtheappropriate NATOregulations and NCI Agency project management policies and procedures;
  • Development of procurement strategies, benefit and riskanalyses, and business cases to secure sponsor acceptance andfunding;
  • Execution of the necessary Quality Assurance functions essentialto the successful delivery of capability and services;
  • Taking responsibility for understanding client requirements,collecting data, delivering analysis and problem resolution.
  • Delivering projects within defined Time, Cost and Qualitytolerances;
  • The identification,planningand allocation of resources to meetproject milestones and/orinitiatingcorrective actions whennecessary;
  • Supervising (directly or as part of a matrix environment) teamsand individuals (project team members);
  • Ensuring that realistic project plans aremaintainedand regularandaccuratecommunications are provided to stakeholders;
  • Participating in other project management related activities;
  • Undertaking relevant technical support activities;
  • Supporting other teams in PM-related activities, ifrequired;
  • Performing other duties as may berequired.
EssentialSkills,Experienceand Certifications
  • A minimum requirement of aBachelor'sdegree at a nationally recognised/certified University in a related discipline and 6 years post-related experience.
  • A recognised formal Project Management qualification, such as PRINCE 2 Practitioner / Project Management Professional (PMP).
  • The lack of formal qualifications can be compensated by the demonstration ofexpertiseand experience in the domain;
  • Recent extensive Project Management experience (at least three years) in alarge scaleIT organization involving high investments;
  • Experience in large digital transformation initiatives within the public sector or international organizations;
  • Knowledge and experience in modern approaches and technologies relevant to the work, e.g., Agile methodologies, change management, business process modelling, cloud computing, data science, cybersecurity, etc.;
  • Proven ability to communicate effectively orally, using tact and diplomacy, and in writing with good briefing skills;
  • Proven success as a project team manager/leader in NCIA orNATO;
  • Practical knowledge and experience in Project Management tooling and automation (e.g., Service Now, Enterprise Resource Planning and other collaboration tools);
  • Practical knowledge and experience with Portfolio and Programme Management and associated best practices (e.g.MoP, MSP) would be beneficial;
  • Knowledge of NATO or national governmental acquisition policy and procurement procedures;
  • Prior experience of working in an international environmentcomprisingboth military and civilian elements;
  • Knowledge of NATO responsibilities and organization, including ACO and ACT
