The International Board of Auditors for NATO (IBAN) invites applications for a performance audit role based in Brussels. The incumbent will assist Primary Auditors as a team member for performance audits across NATO bodies and may lead less complex audits.

Extensive travel across NATO member countries is expected, and occasional work outside normal hours may be required. Candidates should hold a university degree, have 4+ years in performance auditing, and be proficient with ISSAIs and audit

Qualifications

  • University degree or equivalent required.
  • At least 4 years of relevant performance audit experience.
  • Knowledge of ISSAIs promulgated by INTOSAI.
  • Knowledge of performance auditing techniques and audit software.
  • Excellent oral and written communication skills.
  • NATO official languages: English Advanced and French Beginner.
  • Willing to travel extensively (about half the year) and work outside normal hours.

SUMMARY

The International Board of Auditors for NATO (IBAN) is an independent, external audit body that carries out external audits of NATO bodies, assimilated entities and of the NATO Security Investment Programme (NSIP).

The incumbent will assist Primary Auditors as a team member for performance audits of NATO bodies as assigned by the Board, in accordance with the auditing standards adopted by the Board. The incumbent may also act as lead auditor for less complicated performance audits and be assigned to audits of NSIP expenditure. The incumbent should be able to travel extensively (approximately half the working year) throughout NATO member countries.

QUALIFICATIONS AND EXPERIENCE
  • possess a university degree or equivalent level of qualification;
  • have at least 4 years’ relevant performance audit experience;
  • have knowledge of the International Standards of Supreme Audit Institutions (ISSAIs) promulgated by the International Organisation of Supreme Audit Institutions (INTOSAI);
  • possess knowledge of current performance auditing techniques including audit software;
  • possess excellent oral and written communication skills;
  • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one and I (“Beginner”) in the other; and
  • be able to travel extensively (approximately half the working year) throughout NATO member countries and be prepared to work outside of normal office hours, if required.
ADVANTAGE
  • experience using data analytics in performance audit;
  • experience or knowledge of project management methodology and practice, and possessing a relevant certification or qualification, such as PRINCE2;
  • prior performance audit work experience with, or be seconded from, a national Supreme Audit Institution;
  • knowledge of the auditing standards promulgated by the International Federation of Accountants (IFAC).
MAIN ACCOUNTABILITIES

Project Management. Assist Primary auditors as team member for performance audits of NATO bodies as assigned by the Board, in accordance with the auditing standards adopted by the Board. When required, act as lead auditor for performance audits. If assigned to NSIP audits, act as team member on audits of NSIP project expenditure, in accordance with the auditing standards adopted by the Board.

Expertise Development. Ensure continuous professional development of audit skills as well as knowledge of NATO, NATO entities and activities and auditing practices at other International Organisations.

Knowledge Management. Prepare and present clear, convincing and timely audit reports and/or findings in accordance with the auditing standards adopted by the Board. Communicate reports and results with the Board, other auditors and auditees. Control the quality, quantity and relevance of data input. Contribute to the maintenance of knowledge and information sharing within the Board. Ensure an efficient flow of information within the audit team.

Perform any other duty as assigned.

INTERRELATIONSHIPS

Reporting Line: The incumbent conducts the audit work under the supervision of the Board.

Interactions: The incumbent works closely with the Principal Auditor, Senior Auditors and other Auditors. The incumbent must maintain close working contacts with officials of NATO bodies and national representatives in host countries. During the audit process, the incumbent works closely with supervisors, support staff and management at the audited entities.

CONTRACT

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal up to a maximum of 9 years’ service. Contract clause applicable: It has been decided that for technical reasons, turnover is required in this post, and therefore, the maximum period of service in this post is normally six or nine years. Accordingly, the successful applicant will be offered a 3-year definite duration contract, which may be renewed twice, for a further period of up to 3 years each . If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which, may be renewed twice for a further period of up to 3 years subject also to the agreement of the national authority concerned. Serving NATO staff will be offered a contract in accordance with the IBAN Charter and NATO Civilian Personnel Regulations .
