Keystone Solutions is seeking an experienced Enterprise ICT Architect for a consultancy mission at a client site in Brussels. The consultant will guide the client in designing a future-oriented organisational model and ensure alignment with the enterprise and ICT architecture.

Phases cover validation of analysis, development of aligned organisational choices, and preparation of an integrated transformation roadmap.

Qualifications

• At least 10 years of professional experience in enterprise or ICT architecture.
• Experience leading transformation programmes in large organisations (1,000+ employees).
• Ability to guide executive management on strategic ICT issues.

Responsabilités

• Finalize and validate organisational analysis including governance, processes, data and ICT dependencies.
• Develop scenarios for target organisational model and conduct impact analysis.
• Facilitate workshops with the Executive Committee to reach consensus.
• Create target organisation and organogram with clear responsibilities and governance.
• Translate target structure into an implementation programme with workstreams and risks.
• Identify and describe necessary organisational and ICT projects.
• Maintain an integrated implementation roadmap for change management and planning.
• Advise on stakeholder engagement and change approach for embedding governance.

Role

Keystone Solutions is seeking an experienced Enterprise ICT Architect for a consultancy mission at a client site. The consultant will guide the client in designing a future-oriented organisational model and ensure that the organisational transformation aligns coherently with the enterprise and ICT architecture. This role involves:

• Completing, updating, and validating the existing organisational analysis, including organisational, governance, information, and ICT dependencies.
• Mapping overlapping assignments, authorities, responsibilities, and bottlenecks impacting processes, data, applications, digital services, and ICT governance.
• Developing and comparing scenarios for the future organisational model, with impact analysis on business capabilities, end-to-end processes, information flows, applications, and ongoing ICT initiatives.
• Facilitating strategic workshops with the Executive Committee and involved directorates to ensure consensus-based decision-making.
• Creating a target organisational model, organisational structure, and organogram, including clear responsibilities, authorities, decision rights, and governance principles.
• Aligning the target organisation with the enterprise architecture, architectural principles, ICT governance, and the digital transformation roadmap of the client.
• Translating the chosen target structure into an implementation programme with workstreams, dependencies, architectural conditions, risks, and decision points.
• Identifying and describing necessary organisational and ICT projects using the applicable client templates.
• Establishing and maintaining an integrated implementation roadmap and programme plan for change management, communication, risk management, and planning.
• Advising on stakeholder engagement, change approach, and the embedding of the new governance and architecture.

Phases And Deliverables

• Phase 1 - Finalizing and Validating the Analysis: Validated organisational analysis with an inventory of organisational, regulatory, process, information, and ICT bottlenecks. Overview of the current organisation's impact on governance, digital capabilities, application support, and ongoing ICT initiatives.
• Phase 2 - Developing and Aligning Organisational Choices: Well-founded scenarios and proposal for the organisational model. Target organisational structure and new organogram. Enterprise architecture impact analysis and documentation of the choices made.
• Phase 3 - Preparing for Implementation: Integrated organisational and ICT transformation roadmap. Programme plan with workstreams, dependencies, risks, change management, and planning. Description of necessary implementation projects in the client templates.

Collaboration And Reporting

The consultant will collaborate with various departments and report directly to the General Administrator, with operational guidance from the head of Pension Navigate. Formal validation moments will be organised during each phase, with final validation and prioritisation under the authority of the Executive Committee. The place of employment is Brussels, with the possibility of part-time teleworking.

Technical And Generic Competencies

• At least 10 years of demonstrable professional experience as an enterprise architect, business architect, ICT transformation architect, or in a comparable architectural role.
• Proven experience with at least three organisation-wide transformation or restructuring programmes in organisations with a minimum of 1,000 employees, including at least one in an organisation of approximately 2,000 employees or more.
• Experience with enterprise architecture, business architecture, target operating models, capability mapping, governance, and translating into ICT roadmaps.
• Experience conducting impact analyses across processes, information, applications, technology, and governance.
• Extensive experience guiding executive management teams on strategic organisational and ICT issues.
• Proven expertise in stakeholder management, consensus building, workshop facilitation, and change management within complex organisations.
• Sufficient technical background to engage constructively and substantively with enterprise, business, data, application, security, and infrastructure architects.
• Strong analytical and conceptual skills, autonomy, integrity, results-oriented, and a pragmatic implementation-focused approach.
• Pluses: experience in the public sector, knowledge of pensions and Belgian social security, and certification in enterprise architecture, change management, or project management.

Selection Criteria

Criteria used for screening CVs and during interviews. For the 'Expert' level, a minimum of 10 years of experience in the key competencies is required. In addition to the CV, a short slide deck is requested with: (1) a high-level vision on the coherence between the target organisational model and enterprise/ICT architecture; (2) a proposed approach for the three phases; (3) an example of an integrated organisational and ICT transformation roadmap; and (4) the governance and validation moments proposed by the candidate.
