NATO - North Atlantic Treaty Organisation in Brussels seeks a Deputy Chief Information Officer to lead cyber security and enterprise technology initiatives across the NCIA. You will shape the Agency's digital backbone, align investments with strategic priorities, and drive modernization in a global security role.

As part of the CIO Senior Leadership Team, you will guide cloud, on-premises, and hybrid platforms, oversee large budgets, and mentor diverse teams to deliver secure, resilient IT

Qualifications

  • Senior technology leader with 10+ years (or 15+ with a Bachelor’s) in complex tech organisations.
  • Experience in senior IT leadership within large, complex technology environments.
  • Proven ability to deliver enterprise-wide technology strategies and large-scale transformation.

The Role Impact

At the NCIA, our mission is to strengthen the Alliance by connecting its forces through secure, interoperable communications and information systems. As Deputy Chief Information Officer, you will play a pivotal role in ensuring that NATO's digital enterprise remains secure, resilient, and capable of supporting the Alliance's evolving mission requirements.

This is a pivotal leadership role at the intersection of enterprise technology, cyber security, and digital transformation. As the CIO's principal advisor on cyber security, you will provide leadership for NATO's operational cyber security capabilities while helping shape the future of the Agency's enterprise technology landscape. You will ensure that cyber security, digital platforms, enterprise applications, infrastructure, and cloud technologies operate as a coherent, integrated ecosystem that delivers value across the NATO enterprise.

You will lead the implementation of technology and cyber strategies that enable mission success, guide large-scale modernization efforts, and drive the evolution of the Agency's digital backbone. As a member of the CIO Senior Leadership Team, you will help align technology investments with strategic priorities, strengthen cyber resilience, and foster a high-performing organization that embraces innovation, accountability, and continuous improvement.

What You've Do

  • Lead with the customer at the center of every decision, build bridges across organizational pillars and drive delivery with the ownership and pace the mission demands.
  • Build and lead a cohesive, multicultural and multidisciplinary team, promoting excellence, the highest professional standards and inspiring work environments that enable managers and staff to develop their full potential.
  • Serve as the CIO's deputy and represent the CIO in governance bodies, executive engagements and strategic forums when required.
  • Provide executive leadership for the Agency's cyber security, cyber defense, cyber resilience and cyber risk management capabilities.
  • Lead the implementation of enterprise technology strategies aligned with NATO policy, Agency priorities and the NCIA Strategic Plan.
  • Oversee enterprise platforms across cloud, hybrid and on-premises environments, ensuring scalability, resilience and interoperability.
  • Guide the modernization, integration and lifecycle management of enterprise applications and business systems.
  • Drive digital enablement and process optimization through automation, modern tooling and emerging technologies.
  • Provide expert advice to executive leadership on technology trends, cyber risks and investment priorities.
  • Lead enterprise-wide collaboration across infrastructure, applications, security and service delivery functions.
  • Strengthen strategic stakeholder relationships and ensure effective delivery of major Agency initiatives.
  • Contribute to enterprise governance, risk management, supplier management and organizational transformation efforts.

Who You Are
  • A senior technology leader with 10+ years (holding a Master’s degree) or 15+ years (holding a Bachelor’s degree) of relevant experience in complex technical organizations.
  • Proven experience in a senior IT leadership role within a large, complex technology organization.
  • A strong track record of developing and executing enterprise-wide technology strategies aligned to business objectives.
  • Demonstrated success delivering large-scale technology transformation programs, including cloud migration, modernization, digital workplace or operating model transformation initiatives.
  • Experience leading enterprise IT operations spanning infrastructure, cloud services, enterprise applications and cyber security.
  • Extensive experience in the strategic design of cyber defense capabilities.
  • Deep knowledge security methodologies such as MITRE ATT&CK and Zero Trust.
  • Experience with cybersecurity and integration of security with engineering, architecture, and product disciplines.
  • Experience leading cybersecurity, resilience, and information protection initiatives, ensuring compliance with regulatory and organizational requirements.
  • Enterprise technology lifecycle management.
  • Strong experience in IT governance, portfolio management, risk management, and technology investment planning.
  • Proven experience establishing and improving IT service delivery and operational excellence, including the use of modern service management frameworks and performance metrics.
  • Experience managing significant operating and capital budgets (100M+ EUR) and optimizing technology investments to deliver measurable business value.
  • Proven experience in managing large, diverse and multidisciplinary teams, successfully employing modern, inspirational leadership practices.
  • Demonstrated success embedding a performance-driven culture through aligned goal setting and shared accountability across teams and direct reports.
