Broederlijk Delen in Brussels is seeking an International Programs Advisor (m/f/x) for an 80% position.

You will support African partner country programs, advise on policy, MEAL systems, and knowledge sharing across partners, reporting to the International Team Leader and collaborating with colleagues abroad.

Qualifications

  • Master's degree or equivalent training or experience relevant to the sector.
  • At least five years of relevant experience, of which at least three abroad, preferably in West or East Africa.
  • Knowledge of theory of change and logical framework; outcome harvesting is an asset.
  • Experience reporting to donors; knowledge of DGD is an advantage.

Responsabilités

  • Develop policies and instruments for program development, implementation and follow-up in partner countries; support local authorities.
  • Monitor MEAL systems across partner countries and ensure quality and coherence of MEAL processes.
  • Contribute to internal knowledge sharing across partner countries.
  • Advise the team leader on decisions in partner countries, budgets and operational aspects.
  • Assist with the transition from country offices to regional offices and adapt advisory functions.

International Programs Advisor (m/f/x) - 80% - for the Brussels office

As a broad solidarity movement in Flanders, Brussels, and worldwide, it strives Broederlijk Delen towards a sustainable world without inequality. Because there is enough for everyone. Yet people live in poverty. Sharing, redistributing, and investing in the communities' own plans in our partner countries: that is the solution for us. Broederlijk Delen works with around a hundred local organizations in Africa, Latin America, and Israel and Palestine, whose own plans and projects we support. Together with our partners and grassroots actors, we focus on three domains: political voice and participation, raw materials and food systems, and global solidarity in motion.

The International Team of Broederlijk Delen in Brussels is composed of a team leader, two international programs advisors, and an institutional fundraising manager.

The international programme advisors support and advise the country representatives (DCs) in the partner countries on a strategic, methodological and operational level regarding the development, implementation and follow-up of country programmes, in the role of process facilitator and sparring partner. The advisors also monitor the proper interaction between the policy of Broederlijk Delen and international practice. An advisor supports and reports to the International Team Leader and works closely with the International Programs Advisor colleague.

With this vacancy, we are looking for an advisor who will specifically work on the programs in the African partner countries (Senegal, Burkina Faso, DR Congo, Burundi, Uganda) in Haiti.

Broederlijk Delen is working on a restructuring in the partner countries; the advisory function will evolve accordingly.

Key work domains

Program operation, MEAL (Monitoring, Evaluation, Accountability, Learning)

  • For all the tasks below, the advisor focuses specifically on the African partner countries of Broederlijk Delen (Senegal, Burkina Faso, DR Congo, Burundi, Uganda) and Haiti.
  • Develop policies and instruments regarding the development, implementation, and follow-up of the programs in the partner countries. Support the Local Authorities in the use of these.
  • Monitoring the implementation of MEAL systems for the International Team and supporting team members in partner countries in this process. Ensuring the quality and coherence of all MEAL processes across partner countries.
  • Contribute to internal knowledge sharing across various partner countries.
  • Advising the team leader on decisions in partner countries, budgets, operational and strategic aspects of the programs, and on the duties of the team members.
  • Contribute to the transition in the partner countries from an organizational structure with country offices to regional offices.
Job-specific expectations
  • You have a Master's degree or equivalent training or experience relevant to the sector.
  • You have at least five years of relevant experience, of which at least three years abroad, preferably in West or East Africa, in the field of program management or capacity building/exchange at (inter)national organizations.
  • You master the methodological aspects of program work, such as a theory of change and a logical framework. Experience with outcome harvesting is an asset.
  • You have experience reporting to donors. Experience with DGD is an advantage.
  • Knowledge of our main thematic areas (raw materials, agro-ecology, human rights) is an asset.
  • You are fluent in Dutch, French, and English. Spanish is an asset.
  • You have a good knowledge of common software programs.
  • You are willing to travel to a partner country twice a year.

  • You possess strong analytical and synthetic skills, as well as editorial skills for drafting program policy documents, memos, reports, etc., in Dutch, French, and English.
  • You are results-oriented and always keep the question in mind: “Are we on the right track to achieving our predetermined goals?”
  • You are proactive and easily identify opportunities and threats to program execution.
  • Your strong social, relational, and communicative intelligence enables you to function well in an international and intercultural team and to bring colleagues together.
  • You feel comfortable performing a wide variety of tasks, can adapt quickly, and easily switch between files and work contexts.
What we offer
  • Create a part‑time contract for an indefinite period (80%): start date as soon as possible. If the funding from DGD 2027-2031 proves insufficient to retain two advisors, the contract will be terminated early.
