Job summary

Webber, a Ferrovial company, seeks a Procurement Specialist to join our team in The Woodlands, TX. You will report to the Procurement Manager and lead purchasing procedures, vendor negotiations, and procurement planning across multiple projects.

Seeking a candidate with 2+ years in field engineering or procurement, plus experience in construction project management and estimating for $3M–$100M projects. Travel around 10% expected.

Qualifications

• Bachelor’s degree in Construction Management, Engineering or related field.
• 2 years of Field Engineering or Procurement experience, preferably in heavy civil construction.
• +2 years of construction project management, estimating, or procurement on projects $3M–$100M.
• 10% regional travel.

Responsibilities

• Report directly to the Procurement Manager.
• Manage, implement, and train purchasing procedures and policy.
• Participate in Buyout Meetings to prioritize project purchases and establish procurement plans.
• Negotiate and prepare contracts, PO's, consultant agreements & amendments.
• Analyze vendor quotations and coordinate agreements from approval to execution.
• Perform quote comparisons on price, quality, service and vendor reliability.
• Communicate market changes and adjust strategies to meet procurement goals.
• Track and report all project purchases.
• Develop and maintain strategic relationships with key suppliers and subcontractors.
• Provide guidance to project teams and estimators.

JOBDUTIES:

• Report directly to the Procurement Manager.

• Management, implementation, and trainingofpurchasingprocedures and policy.

• Participate in the Buyout Meetings to prioritize responsibilities for project-specific purchases, leverage vendors/subcontractors across multiple projects, andestablisha procurement plan for execution of key contracts.

• Negotiate and prepare contracts, purchase orders, consultant agreements & amendments.

• Perform analysis and evaluation of vendor quotations, drafting of the vendor contracts, coordination of agreements from internal approvals through execution.

• Perform quote comparisons based on price, quality, selection, service, support, availability, reliability, production and distribution capabilities and the vendor's reputation and history.

• Understand and communicate impacts of market changes, as well as adjust strategies tomaintainprocurement goals.

• Tracking and reportingofall project purchases.

• Develop, strengthen, andmaintainstrategic relationships with key suppliers and subcontractors.

• Provide guidance andassistanceto project teams and estimators

MINIMUMEDUCATION: Bachelor’s degree in Construction Management, Engineering (Civil, Mechanical, Environmental, Industrial); or another relevant discipline related to procurement such asInternational Relations, Supply Chain Management, Business Administration, Economics, Finance, Public Administration, or related.

MINIMUM EXPERIENCE: 2 years of Field Engineeringor Procurement experience, preferably in the Heavy Civil Construction industry; + 2 years Construction project management, estimating, or procurement experience with projects in the$3MM to $100MM.

TRAVEL REQUIREMENTS: 10% regional travel for meetings.
