This is an ongoing fulltime position based in Bendigo.
The Team Leader Statutory Planning will provide strong leadership, guidance, and support to effectively manage and develop the team, ensuring successful business outcomes.
The role involves overseeing work activities, monitoring team performance, and fostering a motivated and high-performing work environment.
It also includes reviewing and responding to planning applications referred to the department under the Planning & Environment Act, ensuring responses are timely, coordinated, and efficient.
Effectively lead, manage, motivate and develop a team to achieve successful business outcomes.
Ensure the team responds to planning application referrals within the statutory timeframes.
Lead the planning and regulation of new uses and development of land to avoid detriment to, and where possible, enhance the service, safety and amenity of the transport network in the short and long terms in accordance with relevant statutory requirements.
Apply well-developed specialist skills to represent the Department at senior meetings and hearings including VCAT and Planning Panels Victoria.
Negotiate with and influence key stakeholders to achieve successful outcomes, particularly with developments that impact the transport network, and liaise regularly with councils and other relevant internal and external stakeholders.
To be successful in this role, you must demonstrate strong people‑management skills, clearly communicate role expectations, provide timely and constructive feedback, and understand individual needs to optimise engagement.
You must develop team capability through coaching, mentoring, and learning opportunities, recognising and fostering potential in others to build a high‑performing workforce.
You also need a strong customer focus, understanding client requirements and tailoring services to meet their needs while effectively managing risks to service delivery.
Your interpersonal skills should allow you to see situations from others' perspectives, understand stakeholder motivations, and adapt communication accordingly.
You are required to excel in stakeholder management, identify common issues across clients, build mutually beneficial partnerships, and respond to underlying needs using organisational context.
Critical thinking and problem‑solving are essential; you should consider the wider business context, evaluate options, and integrate solutions to prevent recurring issues.
You should deliver tangible business outcomes by assessing problems from multiple perspectives and implementing effective solutions, demonstrating the ability to innovate, collaborate, and lead teams to achieve high‑quality results in a dynamic environment.
Mandatory: Tertiary qualification relevant to Statutory Planning and/or Traffic Engineering, and/or extensive relevant experience.
Desirable: Experience relevant to the accountabilities and capabilities of the role; experience in managing planning applications in growth areas.
