Job description
Senior Digital Literacy Project Lead

Our client, a major federal government department, is seeking a Senior Digital Capability Project Specialist to lead a high-profile, nationally significant initiative on adult foundational skills.

This short-term contract offers a rare opportunity to provide senior project leadership, policy expertise, and cross-agency coordination to deliver the Digital Literacy Foundation Skills outputs by 30 June 2026. You will work collaboratively with the Department and other APS agencies, shaping foundational digital literacy policy and translating international frameworks into practical, decision-ready artefacts for Australia’s skills landscape.

This role is responsible for providing senior project leadership and policy guidance to ensure the timely delivery of outputs. You will apply your deep understanding of the Australian digital literacy policy landscape to ensure outputs are coherent, and usable across practice and policy settings.

Key Responsibilities
  • Establish and maintain the project plan, schedule, dependencies, and quality controls
  • Lead governance processes, including steering committee and working group meetings, and prepare agendas, action logs, and decision records
  • Manage project scope, applying proven methods to prevent scope creep
  • Lead structured stakeholder engagement with the Department and other APS agencies to confirm scope boundaries, validate terminology, and ensure outputs are practical for foundational skills contexts
  • Coordinate messaging and engagement across a complex stakeholder environment
  • Deliver a gap analysis of the Digital Literacy Skills Framework and
  • Provide concise weekly status updates, monthly progress reports, and a comprehensive handover pack, including outputs, decision logs, stakeholder maps, and maintenance guidance
About You

We’re looking for an experienced consultant who can lead complex, multi-stakeholder APS projects and deliver high-quality policy artefacts to tight deadlines. You will bring:

  • Proven experience leading cross-agency APS projects delivering policy, strategy, or framework outputs
  • Deep understanding of the digital literacy or foundational skills policy landscape in Australia
  • Exceptional ability to translate frameworks into practitioner-usable artefacts, with high-quality drafting and facilitation skills
  • Experience coordinating and influencing in central agency environments.
  • Strong organisational skills to manage multiple workstreams and maintain comprehensive project documentation
Eligibility
  • Must be an Australian citizen
  • Must hold a Baseline security clearance
  • Willing to undergo a police check
