About the Role (5 year - Fixed term position)

We have a fantastic opportunity for an experienced and strategic leader to take on the role of Service Manager Procurement and Contracts. In this pivotal position, you will lead the City’s procurement and contracts service unit, ensuring compliance with legislation, policy and best practice while driving efficiency and innovation.

You will provide expert advice to the Chief Financial Officer and Executive Leadership Team, oversee the development of transparent procurement systems, and implement robust contract management processes that mitigate risk and deliver value for money. This role requires a strong focus on governance, stakeholder engagement, and continuous improvement, as well as the ability to foster a positive team culture and deliver operational outcomes aligned with the City’s strategic objectives.

About you

We’re seeking a dynamic and strategic leader with a strong focus on building organisational capability and driving excellence in procurement and contract management. The ideal candidate will:

  • Bring senior level Local Government experience in managing procurement, contracts and tendering
  • Be a leader who can inspire and develop a high‑performing team, fostering a culture of collaboration, efficiency, customer service and continuous improvement
  • Lead with integrity, ensuring compliant procurement strategies aligned with organisational goals which deliver value for money
  • Build strong stakeholder relationships, influencing and guiding decision making at all levels to achieve sustainable, best practice outcomes
  • Drive capability development City‑wide by equipping the organisation with fit for purpose tools and processes
  • Have advanced analytical and conceptual thinking capabilities
  • Be confident using the Microsoft Office suite and have experience with CiA TechnologyOne system and 360 tender evaluation platform.

Besides demonstrated experience, you’ll need to have:

A tertiary qualification in business, commerce, procurement or another related field (a post graduate qualification such as an MBA is highly desirable)
