The Department of Health plays a critical role in the Victorian health system and is responsible for shaping it to meet the health needs of all Victorians. The Senior Organisational Development Adviser is responsible for identifying, developing and implementing interventions that drive improvement in organisational effectiveness, and support the department to meet its strategic objectives. Working closely with the Learning & Development team, the Senior Organisational Development Adviser will contribute to the department's Learning and Organisational Development strategy, determine the priority capability and organisational development initiatives, and deliver evidence‑based interventions at the organisation, team, and individual level.

The successful candidate will have demonstrated experience applying systems thinking to the design and delivery of organisational development and capability initiatives, providing a comprehensive, integrated suite of interventions across the organisation, and at every stage of employee experience and development. They will bring contemporary and innovative strategies, applied skills in co‑design and improvement, and seek to leverage internal capabilities in both the design and delivery of interventions.

Suitable applicants will be able to demonstrate :
  • Supporting the Learning and Development team to develop and maintain the Learning and Organisational Development Strategy by contributing the organisational development components which will support the department to meet its strategic objectives. This includes identifying organisational development priorities and recommending interventions, using contemporary design and delivery methodologies.
  • Collaborating with internal and external stakeholders and partners to design and build contemporary, evidence‑based organisational development programs and activities to build, enhance, or introduce priority capabilities, behaviours, and practices, at the organisation, team and individual level. This may include (but is not limited to) focus areas such as talent management, performance management, leadership development, team development, and targeted capability development.
  • Managing, facilitating and continuously reviewing and improving organisational development frameworks, programs and processes in collaboration with key stakeholders and partners, identifying opportunities for change or integration in alignment with strategic objectives as they evolve.
  • Defining and monitoring metrics, key performance indicators, and return on investment measures for organisational development activities and interventions to demonstrate their ongoing benefit through regular assessment.
  • Coaching and supporting leaders and key stakeholders to promote engagement with organisational development activities, increase adoption of initiatives across the organisation, and sustain intervention benefits.
  • Able to prepare complex briefs, letters, emails and reports using clear, concise and grammatically correct language and ensures that appropriate style and formats are used.
  • Highly developed influencing and negotiation skills, with the ability to use direct and indirect influencing strategies to gain agreement to proposals and ideas and explores alternatives to gain agreement without foregoing key objectives.
  • Proven ability to establish and maintain relationships with people at all levels and from different backgrounds and organisations.
  • Highly developed skills in planning and managing risks and ensures the use of honest, transparent and appropriate purchasing processes.
  • A tertiary qualification in human resources, organisational development, organisational psychology, business management and/or equivalent experience within a similar type of role is highly desirable.
Specialist expertise
  • Advanced knowledge of contemporary organisational development practices and methodologies
  • Demonstrated experience in design, development, implementation and evaluation of organisational development initiatives
  • Advanced digital literacy including expertise in Microsoft Office is highly desirable
  • Accreditation in LSI / OCI is desirable
