In this role, you’ll:
  • Join the Enterprise Change Management team within the Enterprise Transformation and Change Branch (People, Comms & Workplaces – PCW Division) to deliver a range of Enterprise Change programs deploying best-practice change methodologies to seamlessly integrate change programs and drive successful transformation outcomes.
  • Responsible for end-to-end change management services (strategy to benefit realisation), including leading stakeholder engagement, strategy development and execution, managing resource allocation, communication planning, overseeing centralized change reporting, and conducting post-implementation reviews, ensuring alignment with business priorities and enterprise objectives.
  • Contribute to the development of the Centre of Excellence (COE), Change Resource Hub and support the Community of Practice (CoP).
  • Foster collaboration to enhance change capability whilst providing coaching and mentorship to leaders and change professionals, promoting a culture of continuous learning and enabling people‑centric and sustainable change adoption.
  • Be focused on delivering people change programs covering TfNSW structure changes, enterprise‑wide enablement and Machinery of Government (MoG) changes, policy and safety.

These are full‑time Ongoing (Perm) Transport Senior Service Manager TSSM level roles, reporting to the Director Enterprise Change Management and offering to diversify your expertise. These roles require to be based in the Sydney region with office located at Macquarie Park.

About you
  • You are an experienced, driven, and customer‑centric change professional with a proven track record delivering large‑scale, complex transformation programs across all phases of change management, ideally within highly regulated and unionised environments.
  • You have led People Change Programs such as operating model and structure changes, Machinery of Government (MOG) transitions, and policy or safety initiatives, and managed change teams to deliver successful outcomes.
  • You bring advanced coaching and facilitation skills, with experience in delivering a range of engagement activities such as workshops, training sessions, brainstorming, feedback forums, and team‑building initiatives.
  • As a trusted advisor to executives and senior leaders, you use your expertise to influence and drive successful change outcomes in complex, multi‑faceted organisations, while fostering a culture of continuous learning and sustainable change adoption.
  • You have executive‑level stakeholder management skills, with experience leading change programs in high‑reliability or high‑risk environments, including large and complex industrial or public sector organisations.
  • You are adaptable and lead by example, motivating team members to achieve business objectives and embrace change.
  • As a progressive problem solver with a forward‑thinking attitude, you thrive in matrix‑style reporting environments and demonstrate a strong understanding of customer orientation and the operational demands of service delivery.
  • You have tertiary qualifications in change management, organisational psychology, organisational development, business, human resources, or a related discipline.
  • Professional change management certification (e.g. Prosci®, Change Management Institute Accreditation, or equivalent) is highly regarded.
About the team

The Enterprise Change Management team is structured around two key functional areas:

Change Enablement and Delivery

This area drives transformation by developing and implementing change strategies, leading communications, engaging stakeholders, and building leadership capability. The team ensures successful delivery of change initiatives and supports business readiness through coaching and best practice approaches.

Change Practice

This area provides advisory services and governance, including early‑stage scoping and portfolio‑level reporting. It manages a Centre of Excellence for change management, maintains resources and frameworks, and leads the Change Management Community of Practice to uplift capability and promote innovation across the organisation.
