The Role

Reporting directly to the Executive Leader Strategy and Innovation, the Senior Leader Corporate Planning and Strategy will see you leading 3 specialist teams: The Organisational Development Team, the Corporate Planning and Performance Team, and the Project Management Office (PMO). The primary aim is to provide strategic leadership and oversight of the Integrated Planning and Reporting requirements, to develop and implement the long term vision and corporate strategy initiatives for Launceston's 10 year Strategic Plan, 4 year Delivery Program and Annual Plan. You will strengthen organisational capability, lead service level planning and the service review program contributing to improved organisation effectiveness, productivity and efficiency. The role will also have oversight of transformational projects, managed through the PMO.

There will be a significant requirement to drive cross organisation collaboration, aligning various facets of the organisation to integrate, measure and report effectively to support evidence-based decision-making and contributing to the long term sustainability of the organisation. The role will demand a commitment to professional growth through teamwork, strong communication, and accountability in order to align with Launceston's strategic direction.

Key Responsibilities

  • Lead the development, implementation, standardisation, and continuous improvement of the City's integrated planning and reporting frameworks.
  • Provide accurate, timely and evidence-based reports to inform decision-making by the Executive Leadership Team and Council.
  • Oversee the preparation and monitoring of annual budgets, forecasts, and the Long Term Financial Plan.
  • Engage and motivate employees, develop capability and potential in others and role model a safe and constructive culture.
  • Lead organisational development initiatives that build capability, collaboration and leadership across the organisation.
  • Identify and implement opportunities to streamline corporate planning, reporting and project management processes.
  • Overseeing workshops to collaborate and strategise with Councillors
  • Develop Council's service management program, leveraging community insights to improve service delivery.
  • Establish and oversee a Project Management Office that provides frameworks, tools and training to support consistent and effective project delivery

About You

As a leader, you will be proactive, innovative and a strong communicator. You'll bring a collaborative, solutions-focused approach to help strengthen organisational capability, workforce planning and culture, while overseeing the establishment of a consistent, contemporary approach to project management across the organisation and meeting our Integrated Planning and Reporting (IP&R) requirements.

Whilst a background in local government is not essential, you'll need to interpret and apply legislation, policy and governance frameworks. Experience in leading multidisciplinary teams and deliver outcomes across complex organisational environments.
