Job summary

NSW Department of Communities and Justice – Parramatta NSW is seeking an experienced Development Manager to support delivery of residential developments, from medium-density to large-scale urban renewal.

The role requires managing projects through planning, procurement, governance, stakeholder engagement, risk management and financial controls to ensure on-time, on-budget delivery in line with Homes NSW objectives.

Qualifications

• Experience leading projects through full lifecycle (planning, procurement, governance, delivery and close-out).
• Strong project management skills to autonomously manage risks, budgets and timelines.
• Excellent stakeholder engagement across government, industry and community.
• Excellent communication for reports, briefings and complex information.
• Knowledge of property development, construction and project delivery frameworks.
• Ability to plan, prioritize and adapt in a fast-paced environment.
• Relevant tertiary qualifications in construction management, property development or related discipline.
• Role may involve travel locally and regionally, including overnight travel.

• Identify and advise on legal, regulatory and operational risks and mitigation plans.
• Prepare strategic and operating documents including briefing papers, reports and submissions.
• Provide advice to Executive Leadership Team on development and management of projects.

Your role

Homes NSW is seeking an experienced and motivated Development Manager to support the delivery of a diverse portfolio of residential developments, ranging from medium-density projects through to large-scale urban renewal initiatives.

You will manage projects across the full project lifecycle, including planning, procurement, governance, stakeholder engagement, risk management and project delivery.

The purpose of the role is to support the delivery of a range of residential projects, from medium density to large scale urban renewal projects, including financial and economic justification, planning, procurement, development, project management and financial control of projects.

What you'll do

• Deliver social housing projects, through a range of delivery mechanisms including partnering with the private, not-for-profit and the community housing sector to deliver outcomes in line with Homes NSW objectives.
• Establish and proactively manage positive working relationships with project stakeholders, including business partners, contractors, external consultants and other Government Agencies
• Develop and manage a range of projects through the project lifecycle, ensuring effective planning, stakeholder management, and operative financial and risk management processes, to guide project delivery in meeting business objectives.
• Plan, manage, monitor, report and coordinate governance arrangements to ensure financial, cost, time and quality of planning, approvals and project implementation occurs in line with quality assurance practices.
• Identify, analyse and advise on legal, regulatory and operational risks to projects and initiatives, and develop, communicate and implement risk mitigation plans and strategies.
• Prepare a range of strategic and operational documentation, including briefing papers, discussion papers, reports, submissions and responses to provide and seek information from project stakeholders.
• Provide advice and support to Executive Leadership Team on the development, implementation, management and reporting of projects.

What we're looking for

We are seeking a proactive and collaborative project professional with experience delivering complex property, development, construction or infrastructure projects. To be successful in this role, you will demonstrate:

• Experience leading projects through the full lifecycle, including planning, procurement, governance, delivery and close-out.
• Strong project management skills, with the ability to autonomously manage risks, budgets, timelines and competing priorities to achieve quality outcomes.
• Well-developed stakeholder engagement and relationship management skills, with the ability to work and lead a team effectively across government, industry and community stakeholders.
• Excellent communication skills, including the ability to prepare high-quality reports, briefings and project documentation, and present complex information clearly to diverse audiences.
• Sound knowledge of property development, construction and project delivery principles, including governance, compliance and risk management frameworks.
• The ability to plan, prioritise and adapt in a fast-paced environment while maintaining a focus on delivering strategic outcomes.
• Relevant tertiary qualifications in construction management, property development or a related discipline.
• The role may involve travel both locally and regionally, including overnight travel, as required by the business
