Job summary

Atlas seeks a Senior Environmental Compliance Manager in Redmond, WA to lead environmental compliance for major transportation and infrastructure projects. The role involves overseeing permits, coordination with Sound Transit and WSDOT, and ensuring rapid, field-ready solutions to regulatory challenges.

You will manage CEMPs, conduct site inspections, and mentor junior staff while aligning with project schedules and safety standards.

Qualifications

• Bachelor’s degree in environmental science, biology, ecology, natural resources, or related field.
• 10+ years of experience in construction-phase environmental compliance, preferably on WSDOT and Sound Transit transportation projects.
• Experience supporting heavy-civil, rail, roadway, bridge, and transit construction in Washington State.
• Relevant certifications such as CPESC, PWS, or similar preferred.

Responsibilities

• Manage environmental compliance programs for Sound Transit, WSDOT, and local agency transportation projects.
• Interpret and implement environmental permits, approvals, and commitments for complex capital projects.
• Coordinate as the primary environmental contact during construction with Sound Transit, WSDOT, contractors, inspectors, and regulators.
• Develop, implement, and manage Construction Environmental Management Plans (CEMPs) and permit compliance matrices.
• Conduct construction site inspections, environmental compliance monitoring, and training for field staff.
• Support design-build and progressive design-build by identifying environmental risks and recommending field-ready solutions.
• Prepare compliance documentation, inspection reports, corrective action plans, and agency correspondence.
• Lead coordination with regulatory agencies (e.g., USACE, Ecology, WDFW, USFWS, NMFS).
• Mentor junior environmental staff and support field team development.
• Contribute to QA/QC and continuous improvement of environmental compliance workflows.
