Confluence Water, a Downer, Ventia and Jacobs Joint Venture, is one of three regional consortia delivering design, construction, maintenance and facilities management services for Sydney Water. As the North Delivery team, we stretch from Sydney Harbour to the Hawkesbury River, including the Hills Shire. Confluence Water is Sydney Water's partner responsible for the delivery of an unprecedented pipeline of capital works as part of a 10-year program.

We have an exciting opportunity for a Procurement Manager to join our team at Confluence Water. In this role, you will assist management in formulating and implementing the overall strategic procurement direction. You will also be responsible for delivering procurement support, expertise, and governance across Confluence Water's requests for tender and projects, in accordance with our policies, procedures, and the procurement obligations of the Head Contract.

Key Responsibilities
  • Ensure compliance with the Head Contract procurement obligations, including the Shared Purchasing Framework requirements.
  • Support the Project Manager and Delivery Team in developing and executing procurement plans aligned with Stage 1 (TOC submission) and Stage 2 (project delivery) milestones and deliverables.
  • Compile and issue invitations to tender, evaluate responses and manage supplier and subcontract award processes in collaboration with the Procurement Lead, Legal, and the Delivery Team.
  • Manage the end-to-end prequalification process for providers, including negotiating agreements.
  • Assist in managing all Head Contract early warning notices & compensation events during Stage 1.
  • Provide support to the Commercial team in managing subcontracts and resolving related disputes or similar matters.
  • Train Project Team members in their responsibilities and obligations for procurement matters under the Head Contract and subcontracts, including change control and approvals.

  • Tertiary qualification in Construction and or Business or related field.
  • Procurement experience within a commercial organisation.
