Job summary

Morson Edge (Australia) seeks an experienced Pre-Construction Manager to lead the front-end project and tendering function in a growing civil infrastructure environment.

You will own the pre-construction lifecycle from opportunity identification and bid/no-bid decisions through tender strategy, commercial planning and client engagement, ensuring a smooth handover into delivery. This leadership role reports to the CEO and GM, influencing the project pipeline and win strategies.

Qualifications

• 5+ years' experience across pre-construction, estimating or project management within Australian civil construction.
• Strong knowledge of the Australian civil infrastructure market including earthworks, roads, drainage, utilities and subdivisions.
• Proven experience tendering and securing civil projects valued between $5M-$30M.
• Strong understanding of civil methodologies, estimating, job costing, RFQs, subcontractor pricing and project programming.
• Demonstrated ability to develop tender strategies, manage submissions/EOIs and coordinate multidisciplinary tender teams.
• Strong commercial awareness with the ability to identify project risks and opportunities throughout pre-construction.

We are partnering with an established and growing civil infrastructure contractor to appoint an experienced Pre-Construction Manager to lead its front-end project and tendering function.

This is a key leadership position within the business, working closely with the CEO, General Manager and project teams to identify new opportunities, develop winning bid strategies and manage projects through the pre-construction phase.

You will take ownership of the pre-construction lifecycle, from opportunity identification and bid/no-bid decisions through tender strategy, commercial and construction planning, client engagement, submission and successful handover into delivery.

About The Role

You will play a central role in shaping the company's project pipeline and ensuring the business pursues the right opportunities with a clear strategy to win.

Key Responsibilities

• Lead the pre-construction function across the business, overseeing the full tender lifecycle from opportunity identification through to project handover.
• Identify and assess new civil infrastructure opportunities, managing the tender pipeline and bid/no-bid process.
• Develop and lead tender strategies, kick-offs, reviews and submissions to maximise project win rates.
• Coordinate Estimators, Project Managers and key stakeholders throughout the pre-construction process.
• Oversee estimating, job costing, RFQs, subcontractor pricing, construction methodologies and preliminary programming.
• Identify and manage commercial, delivery and project risks throughout the tender and pre-award stages.
• Build strong client relationships, manage post-tender negotiations and identify future business opportunities.
• Lead successful project handovers into delivery while driving continuous improvement across the estimating and pre-construction function.

About You
