Project Description:

Alinea International provides Monitoring, Evaluation, Research and Learning (MERL) services to the Pacific Labour Mobility Support Program (PLMSP), which is managed by Palladium on behalf of the Australian Government's Department of Foreign Affairs and Trade (DFAT). The Monitoring, Evaluation and Learning Coordinator will be employed by Alinea International and work as part of the PLMSP MERL team in close collaboration with Palladium and program stakeholders. The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor-Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program (PLMSP) builds on the successes of the Pacific Labour Facility (PLF) program, with a renewed focus on the provision of tailored support to worker sending countries to address their specific needs and priorities. Palladium is contracted to deliver PLMSP on behalf of Department of Foreign Affairs and Trade (DFAT). PLMSP's role is to provide DFAT and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. PLMSP's primary functions include capacity building for PALM scheme labour sending units; skills development and training for PALM workers; support for returning PALM workers and their families; information system management; monitoring, evaluation, research and learning; and communications.

About the Work:

The Monitoring, Evaluation, and Learning (MEL) Coordinator - Program and Pilots will be responsible for supporting design and delivery of high-quality MEL services under the PLMSP program. This includes support to program-level annual reflection and reporting processes, as well as support to discrete MEL systems and evaluations for high-priority pilots and sub-programs. This position will work across several areas, such as the PALM scheme family accompaniment pilot, skills development, reintegration, and gender equality, disability, and social inclusion.

Key Responsibilities:

• Coordinate and contribute to data collection, analysis, validation and reporting for thematic and sub-program MEL systems, reviews and evaluations
• Coordinate and contribute to program-level performance indicator monitoring and reporting, including independently undertaking high-quality routine data collection, analysis, and reporting against the PLMSP results framework.
• In line with the above, design and deliver fit-for-purpose, credible and ethically sound quantitative and qualitative data collection tools; and analyse/visualise data using appropriate software, especially Microsoft Excel, Power BI and Nvivo.
• Support planning and delivery of program-level reflection processes and annual reporting.
• Coordinate and support activities that facilitate the 'uptake' of PLMSP and other study findings, including to inform program implementation and policy development.
• Draft high-quality, concise, evidence-based, and logically structured written outputs, including reports, briefings, and presentations, tailored to intended audiences.
• Ensure that cross-cutting priorities, particularly in relation to gender equality, disability inclusion and social inclusion (GEDSI), are mainstreamed in all activities and outputs.
• Understand how innovation and technology shape the way we work and introduce new ways of working through AI, data and technology.

Reporting Requirements

• Attendance at team meetings, other requested meetings and regional meetings (e.g. townhalls).
• Regular (minimum of monthly) one to one meetings with your line manager on the status of personal Key Result Areas (KRAs), career development discussions and any other matters.
• PLMSP encourages flexible work practices to enhance wellbeing, productivity and team culture. For this role, we require that employees maintain an in-office presence for at least 50% of their working week. For example, if an employee works five days a week, they must spend at least three days physically in the office.

Qualifications and Requirements:

Essential:

• Tertiary qualifications in a relevant discipline, such as international development, evaluation, social science, or related field.
• A minimum of 5 years of experience in the design, management, and conduct of utilisation-focused MEL systems and evaluations.
• Demonstrated experience with design and conduct of credible, fit for purpose and ethically sound quantitative and qualitative data collection and analysis, preferably including experience using Microsoft Excel and Power BI to analyse and visualise survey data.
• Excellent report writing skills with the ability to analyse complex information in a clear, evidence-based and accessible manner for government audiences.
• Excellent project and time management skills, including an ability to initiate and follow up tasks, delegate, prioritise and monitor progress, coordinate team inputs to achieve results.
• Strong communication skills with an ability to communicate with diverse audiences using multiple channels (infographics, written, workshops, reports, etc), and to communicate results to people without technical backgrounds.
• Experience working in the Pacific and/or Timor-Leste would be highly regarded.
