Frankston City Council is seeking a dynamic leader for the newly created Manager Strategy and Performance role. You will oversee integrated planning, asset and capital planning, and organisational improvement to drive council performance and community outcomes.

As part of this next phase, we are seeking a dynamic and influential leader for the newly created position of Manager Strategy and Performance.
Reporting to the Chief Operating Officer, this role uniquely brings together the full spectrum of strategic planning within one department. From Council’s long-term vision through to integrated service, asset, capital and project planning, the role will ensure organisational strategy, resources, investments and service delivery are aligned.

About the position
The Manager Strategy and Performance will lead a multidisciplinary department responsible for:
The position will lead the integration of Council’s strategic, financial, service, asset and project-planning frameworks, helping ensure organisational priorities are clear, investments are evidence-based and resources are directed towards initiatives that deliver the greatest community and organisational value.
Working closely with the Executive Leadership Team, Council, leaders across the organisation, government agencies and key stakeholders, you will provide strategic insight and analysis that influences priorities, organisational performance and long‑term investment decisions.

You are a strategic, collaborative and influential change leader who can translate organisational vision into practical priorities and measurable outcomes.
You are comfortable navigating complexity and competing priorities and bring the credibility, insight and judgement required to influence senior stakeholders. You understand how strategy, financial sustainability, asset investment, organisational performance and service delivery connect, and you can bring people together around a shared direction.
