Job summary

City of Melbourne is seeking an experienced leader to join the City Projects team as Manager State Projects. You will lead the Council's engagement across Victoria's major infrastructure and urban renewal initiatives, partnering with state agencies and delivery authorities to secure strong community outcomes.

About the role

City of Melbourne is seeking an experienced and influential leader to join our City Projects team as Manager State Projects. Reporting to the Director City Projects, you will lead Council's engagement across some of Victoria's most significant infrastructure and urban renewal projects, including the completion for the Metro Tunnel, West Gate Tunnel, plus Next Generation Tram rollout and Level Crossing Removal Program (LXRP).

In this high-profile role, you will provide strategic oversight, coordination and advocacy to ensure these projects deliver strong outcomes for Melbourne's residents, businesses and visitors. You will also build and maintain key relationships with State Government agencies and delivery authorities on major initiatives including the Melbourne Arts Precinct Transformation, Arden Urban Renewal Precinct, and the transition of land and assets within Docklands.

As Manager State Projects, you will serve as City of Melbourne's senior representative and trusted advisor on major State-led infrastructure initiatives. You will work across all levels of government, delivery agencies and internal stakeholders to ensure strategic alignment, effective governance and outstanding urban outcomes.

A little more about the role
  • Leading City of Melbourne's engagement with the Victorian Infrastructure Delivery Authority (VIDA), Development Victoria, Major Road Projects Victoria and other key government partners.
  • Acting as the principal point of contact for State agencies on infrastructure projects affecting the municipality.
  • Coordinating the development and implementation of a master project plan that guides all City of Melbourne activity relating to State projects.
  • Managing complex partnerships and stakeholder relationships to optimise outcomes for the City and community.
  • Providing strategic oversight to ensure high-quality urban design, public realm and civic outcomes are achieved and maintained throughout project delivery.
  • Leading Council's relationship with Development Victoria regarding the divestment and transition of assets and land within Docklands.
  • Facilitating collaboration across Council divisions to ensure coordinated responses, risk management and effective project delivery.

What your experience might look like

  • Extensive experience in major project delivery, infrastructure, urban development, government relations or strategic program management.
  • Demonstrated success managing relationships with senior government officials, statutory authorities, delivery agencies and executive stakeholders.
  • Strong understanding of planning, infrastructure and urban renewal within a complex public sector environment.
  • Exceptional negotiation, influencing and partnership-building skills.
  • Experience leading multidisciplinary teams and coordinating work across large organisations.
  • Highly developed strategic thinking, governance and program management capabilities.
  • Tertiary qualifications in a relevant discipline such as planning, engineering, project management, urban development or a related field.
