Job summary

Port Macquarie-Hastings Council is seeking a Manager Procurement to lead procurement, contract management and stores functions. Reporting to the CFO, you will guide a nine-person team and shape procurement strategy with strong governance to deliver value for money.

You will drive planning, sourcing, category management and supplier performance across the organisation, while overseeing procurement systems and reporting. Hybrid working and a competitive salary are provided.

Qualifications

  • Degree level qualifications relevant to the role or an equivalent combination of qualifications and experience.
  • Extensive experience in government procurement, tendering and contract management.
  • Demonstrated experience providing strategic procurement advice to stakeholders.
  • Experience leading teams with people management, mentoring and coaching.
  • Excellent communication and negotiation skills to achieve outcomes.

Responsibilities

  • Lead, coach and support a multidisciplinary team to deliver procurement and stores services.
  • Advise CFO, executives and senior leaders on sourcing strategies and contract management.
  • Provide strategic probity and governance advice, ensuring transparency and compliance.
  • Guide complex, high-risk procurements to secure value-for-money outcomes.
  • Review expenditure, markets and supplier performance to identify improvement opportunities.
  • Partner with business areas to plan procurements and resolve issues.
  • Strengthen procurement policies, systems, reporting and training.
  • Oversee contract registers, compliance monitoring and inventory control.

Job description

Reporting to the Chief Financial Officer, the ManagerProcurement leads Council’s procurement, contract management and storesfunctions, managing and coaching a team of nine procurement professionals.

This is a key leadership role responsible for shapingCouncil’s procurement strategy, probity, governance and commercial practices. You willprovide expert advice to the CFO, Executive and business leaders on complex,high-risk and high-value procurement and contract matters, while ensuringprocurement processes are transparent, compliant and deliver value for money.

Working collaboratively across Council, you will driveprocurement planning, sourcing, category management and supplier performance,balancing strong governance with responsive customer service. You will alsooversee procurement systems, policies, reporting, training, stores operationsand inventory management.

Success in this role will come from your ability to buildtrusted relationships, lead and develop a high-performing team, strengthenprocurement capability across the organisation and deliver commercially soundoutcomes that support Council’s strategic objectives.

On a typical day this role will:

  • Lead, coach andsupport a multidisciplinary team to deliver responsive, high-qualityprocurement and stores services.
  • Advise the CFO,Executive and senior leaders on sourcing strategies, tendering, contractmanagement and complex commercial risks.
  • Provide strategicprobity and governance advice and oversee procurement processes to ensurefairness, transparency, accountability and compliance.
  • Guide complex,high-risk or financially material procurements to achieve defensible decisionsand value-for-money outcomes.
  • Revieworganisational expenditure, supply markets, contract performance and supplierperformance, translating insights into sourcing and improvement opportunities.
  • Partner withbusiness areas to plan upcoming procurements, resolve commercial andcontractual issues, and improve contract outcomes.
  • Strengthenprocurement policies, procedures, systems, reporting, training and templates to improve organisational capability and user experience.
  • Oversee contractregisters, compliance monitoring, supplier performance, stores operations andinventory control.

To succeed in this role you will have:

  • Degree levelqualifications relevant to the role or an equivalent combination ofqualifications and experience
  • Extensive experience ingovernment procurement, tendering and contract management
  • Demonstrated experienceproviding strategic procurement advice to a broad range of stakeholders
  • Extensive experience ina leadership role with strong people management skills, includingmanaging performance, mentoring and coaching
  • Excellentcommunication, interpersonal and contract management skills with a provenability to negotiate and resolve conflicts to achieve required outcomes.
  • A demonstratedcommitment to delivering exceptional service and outcomes forstakeholders
Remuneration and Benefits

Employment Type: Full time, Permanent 35 hours per week

Salary (exclusive of super): Starting in the range of$134,858 to $150,948 depending on skills and experience

This role also qualifies for a Leaseback or Vehicleallowance

Opportunity for performance based increases available after12 months.
