Manager Governance & Risk

The City of Karratha is located in the Pilbara region of Western Australia. Karratha is a vibrant and fast growing community and an economic powerhouse. Reporting to the Director Corporate Services, this critical leadership role oversees Procurement & Contracts, Governance & Compliance, Enterprise Risk, Council Secretariat and Records Management. You will play a key role in ensuring the City meets its legislative, statutory and governance obligations while continuing to strengthen risk maturity, probity and organisational performance.

This is a high impact role working closely with Council, the Executive Leadership Team and key stakeholders, supporting sound decision making and best practice local government governance.

Key Responsibilities
  • Lead and continuously improve the City's Enterprise Risk Management Framework aligned to risk appetite
  • Provide high level governance, probity and compliance advice across the organisation
  • Oversee Council policy administration, delegations and statutory compliance
  • Manage procurement, tendering and contract systems in line with legislative requirements
  • Oversee Council Secretarial functions, including agendas, minutes and Council meeting procedures
  • Support the Audit, Risk and Improvement Committee and internal audit activities
  • Ensure effective delivery of Records Management, FOI and privacy obligations
  • Lead, mentor and develop a multidisciplinary governance and risk team
About You

You are a confident and collaborative governance professional with strong leadership capability and a deep understanding of the local government environment. You bring a strategic mindset, sound judgement and the ability to navigate complex legislative and compliance matters while building trusted relationships across Council and the organisation.

You will also bring:

  • Demonstrated experience in governance, risk, compliance or procurement at a senior level
  • Strong knowledge of the Local Government Act, regulations and governance frameworks
  • Proven ability to lead high-performing, multidisciplinary teams
  • Exceptional communication, influencing and stakeholder engagement skills
  • A proactive approach to continuous improvement and risk maturity
Qualifications & Experience
  • Tertiary qualification in Law, Government Administration, Business or a related discipline
  • Significant experience in a governance, risk or compliance leadership role, preferably within local government
  • Current C Class Driver's Licence
  • Satisfactory National Police Certificate
