Job summary

Job description

The Social Services Regulator (SSR) is an independent statutory authority that exists to safeguard the rights of children and young people as well as people who use social services in Victoria.

The SSR regulates the Social Services Standards, the Child Safe Standards (for organisations without a sector specific co-regulator as well as the social services sector), and also administers the Worker and Carer Exclusion Scheme (WCES), Reportable Conduct Scheme (RCS) and Working with Children Clearance (WWC Clearance) scheme and NDIS Worker Screening Check.

The Social Services Regulator takes an integrated and intelligence driven approach to identifying, preventing and excluding unsafe people from working with children and young people, as well as ensuring organisations that work with children and young people keep children safe from abuse and harm by meeting the Child Safe Standards.

As a co-regulator of the Child Safe Standards, the Social Services Regulator works with other co-regulators of the Child Safe Standards including the Department of Health, Victorian Registration and Qualifications Authority (VRQA), Victorian Early Childhood Regulation Authority (VECRA), and Workforce Inspectorate Victoria to keep children safe from harm and abuse.

THE ROLE

The Manager, Intelligence leads the Social Services Regulator's worker screening intelligence capability, directing the collection, collation, analysis and dissemination of information that identifies risk to children at the individual case level and at population scale. The role leads a team of intelligence analysts and senior analysts, controls the tasking of all intelligence work, establishes and maintains the analytical standards and tradecraft of a newly created function, and ensures that decision makers receive relevant, timely and accurate intelligence.

Reporting to the Director, Worker Screening Intelligence and Compliance, the role also:

• holds the single point of tasking for all intelligence work undertaken by the Branch, including requests arising from the compliance stream, so that analytical effort is directed to the highest risk matters first; and
• oversees the quality, consistency and auditability of referral and non-referral decisions made against the Branch's referral threshold and urgency tiers.

Working as part of the Branch leadership team, the Manager, Intelligence contributes to Worker Screening Intelligence and Compliance Branch operations and to the delivery of the Victorian Government's Child Safety Reform agenda.

ACCOUNTABILITIES INCLUDE

• Lead the worker screening intelligence function, including its analytical methodology, tradecraft, professional standards and quality assurance, within the strategic direction and intelligence frameworks set by the Director, and contribute to Branch planning, reporting and governance as the capability is established.
• Direct the tasking and prioritisation of all intelligence work undertaken by the Branch, including requests originating from the compliance stream, ensuring analytical effort is applied to the highest risk matters first.
• Oversee the triage, grading and routing of information received by the Branch, and the quality, consistency and auditability of referral and non-referral decisions made by senior analysts against the referral threshold and agreed urgency tiers, recognising that intelligence informs and does not determine the outcome for an applicant or clearance holder.
• Lead the production of strategic, operational and tactical intelligence products that give decision makers the fullest available picture of risk.
• Ensure intelligence holdings, products and decisions are handled in accordance with security classification, privacy, information sharing and information management requirements, including material obtained from law enforcement and other partners.
