DEECA seeks a Manager, Culture and Workforce Strategy to lead workforce strategy, leadership, culture and safety initiatives across Resources Victoria in Melbourne. You will report to the Executive/Senior Leadership Team, shaping strategic advice, governance and capability development to support a high-performing, inclusive workplace.

The role oversees the safety program and uses data-driven insights to drive behavioural and cultural change, alignment with priorities, and continuous improvement

Qualifications

  • Tertiary qualification in human resources, organisational development, business, psychology, public administration or a related discipline is mandatory.
  • Experience leading workforce planning, organisational design and capability development initiatives.
  • Proven experience delivering organisational development or cultural reform initiatives with change management.
  • Sound knowledge of occupational health and safety frameworks, governance and assurance in the public sector.
  • Experience providing authoritative, evidence-based advice to senior leaders with complex briefs and submissions.

Location: Melbourne - CBD and Inner Metro suburbs

The Manager, Culture and Workforce Strategy lead the design and delivery of workforce strategy, leadership, culture and safety initiatives across Resources Victoria, working closely with the Executive and Senior Leadership Team to provide strategic advice, build leadership capability and implement workforce planning aligned to organisational priorities. The Manager oversees the Resources Victoria safety program, ensuring strong governance, compliance and continuous improvement, and uses stakeholder engagement and data-driven insights to drive workforce and cultural initiatives that support a high-performing, inclusive and safe workplace.

Specialist/Technical Expertise/Qualifications

  • A tertiary qualification in human resources, organisational development, business, psychology, public administration or a related discipline is mandatory.
  • Demonstrated experience leading workforce planning, organisational design and capability development initiatives, including translating strategic priorities into practical workforce strategies in a complex environment.
  • Proven experience designing and delivering organisational development or cultural reform initiatives, including applying contemporary change management approaches to achieve sustained behavioural and cultural change.
  • Sound knowledge of occupational health and safety frameworks, governance and assurance in the public sector, with the ability to oversee safety programs and drive continuous improvement in culture and compliance.
  • Demonstrated experience providing authoritative, evidence based advice to senior leaders, including the preparation of complex, high impact briefs, reports and submissions to inform and influence decision making.

This is an ongoing position. The work location for this position is Melbourne CBD with hybrid work arrangements available.
