Job summary

City of Moreton Bay is seeking a Legal Counsel - Corporate Advisory to provide expert legal guidance across governance, administrative law, employment law and WHS for council operations. You will support strategic decision-making and advise on regulatory obligations, conflicts of interest and public transparency requirements.

Qualifications

• Qualified lawyer with governance, admin law and WHS experience.
• Experience advising on local government legislation, governance and public transparency obligations.
• Strong ability to interpret statutory obligations and provide practical legal advice.

Responsibilities

• Provide legal advice on administrative law, employment law, WHS and local government governance.
• Advise Council on statutory obligations, decision-making processes and governance best practices.
• Review policies, delegations and governance documentation for legal compliance.
• Prepare opinions, briefing notes and local laws for senior management and elected members.
• Monitor legislative changes affecting local government and propose governance enhancements.
• Coordinate with external regulators and legal advisers on governance and compliance matters.

We’re excited to be growing our in-house legal team and are seeking a talented Legal Counsel to join us. This is a fantastic opportunity for an experienced lawyer looking to grow their career and make a meaningful impact in Local Government.

As part of the collaborative and high-performing legal team, you will strengthen and expand our capability in providing legal advice in governance, administrative law, employment law, WHS and local government legislative requirements, while contributing to the team’s broader legal function across commercial contracting, construction / infrastructure contracting, property, planning and environment, and dispute resolution.

At the City of Moreton Bay, your work will help shape decisions that affect the community every day. You’ll step into a trusted advisory role, working at the heart of strategic, legal and operational decision-making within Australia’s third-largest council.

In this team, no two days are the same. You will:

• Provide legal advice on administrative law, employment law, WHS, local government legislative requirements and governance (including privacy, human rights, discrimination and local laws).
• Advise Council on statutory obligations, decision-making processes, conflicts of interest, ethical obligations, codes of conduct, sector integrity requirements and governance best practices.
• Provide advice on council policies, delegations, procedures, and governance frameworks.
• Provide advice in respect of complaints, investigations, and governance-related disputes, including responses to oversight agencies and regulators.
• Advise on public transparency obligations, including right to information, privacy, record-keeping, and public interest disclosure matters.
• Support council meetings by advising on legal risks, meeting procedures, and regulatory compliance.
• Review council reports, resolutions, and governance documentation to ensure legal compliance and procedural validity.
• Conduct legal research and prepare opinions, briefing notes, local laws and recommendations for senior management and elected members.
• Monitor legislative and regulatory changes affecting local government and advise on necessary governance improvements.
• Help coordinate with external regulators, government agencies, and legal advisers on governance, compliance, and administrative law matters.

While the primary focus of this role is the provision of legal advice regarding administrative law, employment law, WHS, local government legislative requirements and governance, you will also have opportunities to contribute across other areas of Council's legal service as business needs require.
