Job description

A high-profile Federal Government Agency is seeking an experienced and dedicated IT Financial Management Lead to join the IT Business Management function within the IT Strategic Portfolio Governance & Management (IT SPG&M) section.

This critical role is responsible for providing sound internal financial management and governance for the IT division. You will be instrumental in ensuring the division's financial health, cost-effectiveness, and strategic alignment with agency and divisional priorities, playing a key role in maximizing the business value derived from digital investments.

Responsibilities
  • Budget Management: Developing, managing, and monitoring IT budgets, ensuring clear alignment with agency and divisional priorities.
  • Forecasting & Review: Preparing accurate financial forecasts and facilitating the agency's annual bottom-up budget build and mid-year review processes.
  • Expenditure Control: Tracking and reporting on IT expenditure, proactively identifying financial risks and opportunities, and implementing robust controls and governance for IT spending to ensure cost-effectiveness and value for money.
  • FinOps & Cloud: Leveraging existing Financial Operations (FinOps) capabilities to support the efficient management of cloud computing costs and maximise business value from digital investments.
  • Stakeholder Reporting: Preparing detailed financial presentations for senior executives and stakeholders, and providing financial analysis and advice to support high-level decision making and the preparation of executive and governance committee papers.
  • Financial Analysis: Consolidating and analysing existing financial data (including budgets, journal records, and related documents) to support analytical and financial reviews for the CIOD.
  • Cost Optimisation: Optimising license and maintenance fees by eliminating redundant or underutilised tools, and by identifying opportunities to consolidate vendor licenses and renegotiate agreements.
  • Innovation & Architecture: Assisting the exploration and implementation of innovations or composable architectures to optimise the cost of operating and hosting technologies.
  • Procurement Support: Informing IT purchasing and procurement activities through the analysis and summarising of the current financial position.
  • Liaison: Liaising effectively with program finance teams and the central Enabling & Regulating Group to progress critical financial management and budget activities.
  • Ad Hoc: Performing additional responsibilities as required and directed by the Director, IT SPG&M.
Requirements
  • Experience dealing with Public Service financial data.
  • Strong cost accounting experience.
  • Excellent written and verbal communication skills.
  • Confidence dealing with senior stakeholders.
  • Demonstrated ability to solve complex financial issues and ability to work effectively under pressure.
  • Strong attention to detail and extensive experience using budgeting, forecasting, and reporting tools.
  • Advanced computer software skills, including Advanced Excel and other accounting packages.
  • Valid AGSVA Baseline Clearance minimum.
Nice to Have
  • Tertiary qualifications in Accounting, Commerce or a related discipline, and 5+ years' experience in an accountancy role.
  • Professional accounting qualification such as CA or CPA preferred.
  • Experience with ICT procurement, expense management, and budget management in a federal government context.
