Job summary

Department of Defence, acting through the Australian Submarine Agency, is seeking an EL 1 HR Officer in People Services Branch to support the delivery of one of Australia’s most significant national security capabilities.

You will provide leadership, professional expertise and strategic advice across HR disciplines, lead projects, engage with stakeholders and help deliver workforce outcomes aligned with organisational objectives.

The Role
The acquisition of conventionally-armed, nuclear-powered submarines is an historic and transformative endeavour for Australia. The whole-of-nation effort to safely and securely deliver the cutting edge nuclear-powered submarine program will transform Australia's economic and national security landscape for decades to come.

Join the Australian Submarine Agency (ASA) as an EL 1 HR Officer in People Services Branch and support the delivery of one of Australia's most significant national security capabilities.

As an EL 1 HR Officer, you will provide leadership, professional expertise and strategic advice across a range of human resource functions. Working within a complex and evolving environment, you will lead projects, manage competing priorities and partner with stakeholders to deliver workforce outcomes aligned with organisational objectives.

You will have opportunities to work across a variety of HR disciplines and contribute to initiatives that support workforce capability, talent management and organisational performance.

Key Responsibilities. As an EL 1 HR Manager, you may be responsible for:

  • Leading the development and implementation of workforce and people-related initiatives.
  • Providing strategic and operational HR advice to managers and senior leaders.
  • Supporting workforce planning, organisational design and capability development activities.
  • Designing and delivering talent, learning and development, and employee engagement initiatives.
  • Contributing to recruitment, retention and talent management strategies.
  • Interpret, advise and apply relevant legislation governing human resource practices in the public sector, including the Fair Work Act 2009 and the Public Service Act 1999.
  • Enterprise Agreement bargaining and development of the subsequent suite of ASA policies and guidance documents.
  • Analysing workforce data and preparing reports, briefings and recommendations.
  • Building productive relationships with internal and external stakeholders.
  • Leading projects and driving continuous improvement across HR programs and services.
  • Managing resources and competing priorities to achieve business outcomes.

About our Team
People Services Branch within the Chief Operating Officer Division, is responsible for developing and implementing key people strategies, policy and programs that support delivery of the nuclear-powered submarine program.

This involves keys functions such as strategic workforce planning, culture programs, change management, remuneration and people policies including workplace relations, career and talent development programs for staff, management of graduate and early entry programs and workplace health and safety.

The Branch currently has multiple Executive Level 1 vacancies where we are seeking employees who are agile, resilient and willing to work across a broad range of HR functions in a fast-paced environment.
