HSE Global People is seeking an experienced HSE Systems & Assurance Manager to lead development, governance and continual improvement of the Electrical Network Safety Management System and Integrated Business Management System.

The role ensures compliance with ISO 45001, ISO 14001, ISO 9001, ISO 55001 and AS 5577, while supporting improvement across health, safety, environmental, quality and asset management.

Qualifications

  • Bachelor’s degree in Occupational Health and Safety, Engineering, Environmental Science or a related discipline.
  • At least five years’ experience in HSE management systems and assurance.
  • Demonstrated experience implementing ISO-certified management systems.
  • Experience within the electricity, utilities, infrastructure or high-risk construction sectors.
  • Experience managing regulatory compliance.
  • Experience undertaking contractor assurance activities.
  • Current Construction Industry White Card.
  • Desirable: ICAM or equivalent incident-investigation qualification.
  • Desirable: Lead Auditor qualifications relating to ISO 45001.

Responsibilities

  • Develop, implement, govern and continually improve the Electrical Network Safety Management System and Integrated Business Management System.
  • Coordinate HSE assurance activities including audits, site observations and contractor management reviews.
  • Prepare monthly HSE reports and analyse leading/lagging indicators.
  • Support regulatory reporting and external audits with stakeholders.
  • Develop HSE competency frameworks and training programs.
  • Engage regulators and maintain relationships with key stakeholders.

Job description

Reporting to the Safety Director, the HSE Systems & Assurance Manager is responsible for developing, implementing, governing and continually improving the Network Operator’s Electrical Network Safety Management System and Integrated Business Management System.

The position provides assurance that the organisation meets its legislative, regulatory and contractual obligations while supporting continual improvement across health, safety, environmental, quality and asset management systems.

You will also provide independent assurance of Principal Contractor activities through audits, site observations and reviews of contractor management systems. This work will support effective governance across both construction and operational activities.

Key Responsibilities
Management System Governance

Develop, implement, maintain and continually improve the Electrical Network Safety Management System and Integrated Business Management System.

Ensure management systems align with ISO 45001, ISO 14001, ISO 9001, ISO 55001 and AS 5577.

Manage document control, system reviews and governance processes.

Assurance and compliance

Develop and implement the Network Operator’s HSE assurance program in accordance with the Work Health and Safety Management Plan.

Conduct audits and assurance reviews.

Monitor legislative compliance and coordinate external audits.

Maintain compliance registers and monitor corrective actions.

Contractor assurance

Review Principal Contractor Health, Safety and Environmental Management Plans.

Undertake Principal Contractor site observations and assurance inspections.

Verify contractor compliance with contractual HSE requirements.

Monitor contractor performance against agreed KPIs.

Participate in contractor governance meetings.

Reporting and performance

Prepare monthly internal and external HSE reports.

Analyse leading and lagging indicators.

Report on performance trends and emerging risks.

Training and capability

Develop HSE competency frameworks.

Coordinate management systems training.

Support contractor induction processes.

Promote continual learning.

Regulatory and stakeholder engagement

Liaise with regulators and coordinate regulatory reporting.

Support external audits.

Maintain relationships with key stakeholders.

About You

You will bring detailed knowledge of health, safety, environmental, quality and asset management systems, together with experience undertaking assurance activities in high-risk construction environments.

You will also have:

Strong written and verbal communication skills.

The ability to communicate HSE policies, procedures and training to diverse audiences.

The ability to guide teams and promote a culture of safety and accountability.

Experience analysing HSE performance data and identifying trends.

The ability to develop practical solutions to complex HSE challenges and incidents.

A strong understanding of applicable health, safety and environmental legislation.

Knowledge of incident investigation, root-cause analysis and corrective-action processes.

Experience using data-analysis tools to track HSE metrics and prepare stakeholder reports.

Essential Qualifications and Experience

A bachelor’s degree in Occupational Health and Safety, Engineering, Environmental Science or a related discipline.

At least five years’ experience in HSE management systems and assurance.

Demonstrated experience implementing ISO-certified management systems.

Experience within the electricity, utilities, infrastructure or high-risk construction sectors.

Experience managing regulatory compliance.

A current Construction Industry White Card.

Desirable Qualifications

ICAM or an equivalent incident-investigation qualification.

Professional certification, such as Certified OHS Professional.

Lead Auditor qualifications, preferably relating to ISO 45001.
