Job Details
Land Command, Control, Communications and Computing (Land C4) Program enables effective command and control, communication, and information management systems that support the situational awareness required to sustain decision superiority within the Land and Joint Forces.
Land Intelligence, Surveillance, Reconnaissance and Electronic Warfare (LISREW) program modernises and sustains the capabilities that give the Land Force situational awareness, decision superiority and the application of electronic warfare effects. It enables littoral manoeuvre through the delivery of geospatial intelligence capabilities and leads the establishment of the Land Targeting Enterprise (LTE) in support of the integrated force.
Both Land C4 and LISREW Program are managed by the LC4ISREW Directorate within the Systems and Integration Branch of Army Headquarters. The programs encompass a broad portfolio of capabilities, projects, and sustainment activities that require robust governance, strategic oversight, and coordinated stakeholder engagement to ensure alignment with Army and Defence priorities.
The Force Design and Strategy Support role is required to support the Director of LC4ISREW in discharging their responsibilities across force design and strategic planning activities. This position works closely with the capability development, delivery and sustainment leads, focused on the assessment, interpretation, and will influence where possible, the strategic military direction (including Defence Integrated Capability Directive, the Army Plan, Land Operating Concept Document etc).
The Force Design and Strategy Support will establish relationships with key areas, responsible for the development of strategic advice and will prepare information to inform the Director LC4ISREW on any impacts on Land C4ISREW capabilities. The role is integral in understanding, defining, and monitoring C4ISREW dependencies between the LC4ISREW Program, other Land, Air Force, Navy, Joint, and Defence projects.
Key Duties and Responsibilities
- Assist in the development and maintenance of the LC4ISREW Program strategy and associated strategic and operational planning products.
- Support the Director LC4ISREW in the development of LC4ISREW concepts of operation, concepts of employment, integrated capability directive and inputs to Army and Defence operational and force design documentation.
- Provide specialised force design and strategic analysis expertise to support informed-decision making and capability planning across the Directorate.
- Support the review and coordination of capability planning documentation of dependencies across key LC4ISREW dependencies to ensure coherence between integrated force objectives, capability delivery and Army priorities.
- Support the Director of LC4ISREW to make informed assessment and response to evolving strategic guidance, strengthen alignment between Land C4ISREW capabilities and Army's future force design priorities.
Technical Skills
- Excellent knowledge of MS Office, databases and information systems

- Demonstrated experience in Defence Programs, Force Design, or concept development roles
- Strong/extensive skills including understanding of communications and information systems
- Sound stakeholder management and communication skills, including ability to interpret technical information from military personnel
- Technical writing for complex systems
Desirable Skills and Backgrounds
- Project Management experience within Defence context, including application of project management methodology
- Additional qualifications or practical experience outside of their immediate field of expertise. Additional skills in project/program management, systems engineering, communications, business management, or information technology backgrounds are valued. These will assist in translating user needs, participating in vendor led discussions and developing options such as addressing schedule, cost and quality analysis for acquisition and sustainment investment decisions.
- Understanding of Joint and domain-specific staff processes within operational and tactical level headquarters. This offers potential for increased effectiveness through ADF engagement and the translation of requirements and priorities for product sustainment and LC4 Program acquisition.
- Knowledge or experience working in the Defence Capability Lifecycle process, governance structures, and committee processes.
Selection Criteria
1. Demonstrated understanding
The Service Provider’s demonstrated understanding of the Services, Statement of Work, deliverables, Defence operating environment and any identified risks.
2. Capability and experience
The Service Provider’s demonstrated capability and capacity to provide the Services, including:
- relevant skills, qualifications and experience of the proposed Professional Contractor;
- demonstrated experience performing similar work;
- ability to commence and deliver the Services within the required timeframe; and
- demonstrated knowledge of Defence and/or Commonwealth environments (where applicable).
3. Security and suitability
The extent to which the proposed Professional Contractor satisfies the security, integrity, probity and personnel requirements of the RFQ, including:
- security clearance requirements;
- personnel integrity declarations;
- compliance with Defence security requirements; and
- ability to obtain and maintain required access to Defence facilities, systems and information.
4. Value for money
The whole-of-life costs and total Fees to be incurred by the Entity, including assessment of the proposed Daily Rate, any discounts offered and overall value for money.
5. Risk
The extent to which the Service Provider’s response presents risk to the Entity, including:
- personnel availability and continuity risks;
- security risks;
- delivery risks;
- conflict of interest risks;
- reliance on subcontractors; and
- proposed use of Artificial Intelligence (AI) Systems.
6. Referee checks
- The results of referee checks and any previous performance information available to the Entity relating to similar engagements.
